SUBJECT: IN THE MATTER OF AVISTA CORPORATION’S AND CLEARWATER
PAPER COPRORATION’S JOINT PETITION FOR APPROVAL OF
AMENDMENT NO. 1 TO POWER PURCHASE AND SALE AGREEMENT;
CASE NO. AVU-E-23-15.
On October 2, 2023, Avista Corporation and Clearwater Paper Corporation (collectively
“the Parties”) filed a Joint Petition (“Petition”) with the Idaho Public Utilities Commission
(“Commission”). The Parties seek approval of Amendment No. 1 (“Amendment”) to their 2018
Power Purchase and Sale Agreement (“2018 PPA”). 1 The Parties’ proposed Amendment requests
an extension of the 2018 PPA for an additional three years and authority to file a revised Schedule
25P. The Parties also request that this case be processed by Modified Procedure.
STAFF RECOMMENDATION
Staff recommends the Commission issue a Notice of Petition and Notice of Modified
Procedure establishing a public comment deadline of December 5, 2023, and a Party reply deadline
of December 12, 2023.

1 A document outlining the proposed rates for renewable energy credits, and additional document with other
supplemental materials, were each filed separately from the Petition on October 2, 2023. Additionally, an errata to the
signature block was filed on October 12, 2023.
