RE: Case No. AVU-E-22-02 Capacity Deficiency Period for the Avoided Cost Calculations
Dear Commission Secretary:
Avista Corporation dba Avista Utilities (Avista or the Company) received Staff’s letter filed on
February 14, 2024 pertaining to Order No. 36056 in Case No. AVU-E-23-12 which establishes a
new first capacity deficit date which occurs in 2033. Staff’s letter and corresponding attachments
provide an update to the Surrogate Avoided Resource (“SAR”) Model and re-calculated avoided
cost rates to reflect the new capacity deficit information. Avista has reviewed the attachments and
would like to thank Staff for their update to the SAR model and agrees with Staff’s calculations.
