RE: Case No. AVU-E-23-12 Capacity Deficiency Period for the Avoided Cost Calculations
Dear Commission Secretary:
Avista Corporation, dba Avista Utilities (Avista or the Company), submitted its compliance filing
on January 31, 2024, in accordance with Order No. 36056 in Case No. AVU-E-23-12, regarding
Avista’s updated capacity deficiency period to be used for avoided cost calculations. Upon further
review of the peak load forecast provided by the Company’s consultant, specific changes were
required to accurately reflect future loads. Avista provides this supplemental compliance filing in
place of its original compliance filing made on January 31, 2024. The first change is to include
delivery losses, as there was a misunderstanding that losses were included. The second change is
to exclude net metered solar generation impacting winter peak loads due to the probability of a
peak hour in the winter occurring during early morning or late evening periods when there is no
expected solar production. The third change is to remove the cooling loads shape from impacting
winter peak loads. The resulting change moves the capacity deficit position to 2033 in winter and
2034 in summer as presented in the Figures 1 and 2, respectively. The attached updated
CONFIDENTIAL Work papers supporting this filing contain the calculations for deriving the
updated L&Rs.
