Dear Builder and/or Developer:
Avista Utilities is proud to have supplied your projects with natural gas and electric service, as well as
quality construction coordination, of your utility needs for many years. As you may know, in the spring
of each year, the Company files a request with the Idaho Public Utilities Commission (“Commission”)
to update the costs associated with the materials required to provide our electric service for individual
homes and new developments.
The Company filed its proposed changes with the Commission on March 1, 2023, and if the requested
changes are approved, they would go into effect on May 1, 2023.
The changes include updating the standard or basic development costs and allowance to reflect actual
2022 material and labor costs. Below is a summary of the changes included in the filing:
The proposed change in the cost per lot would require builders to make a $852 non-refundable
payment. Developers would only need to provide a letter of credit, or cash deposit, for $2,375 per
residence until such time as a permanent hookup is made.
The Company’s applications are proposals, subject to public review and a Commission decision.
Copies of the applications are available for public review at the offices of both the Commission and
Avista, and on the Commission’s website (www.puc.idaho.gov). Customers may file with the
Commission written comments related to the Company’s filings. Customers may also subscribe to
the Commission’s RSS feed (http://www.puc.idaho.gov/rssfeeds/rss.htm) to receive periodic
updates via e-mail about the case. Copies of rate filings are also available on our website,
www.myavista.com/rates.
