On September 29,2022,the Commission ordered Avista to explain how "...its
methodology for measuring EIM benefits,and how that method differs from CAISO's method"
Order No.35543 at 4.On October 11,2022,Avista filed with the Commission its Confidential
EIM Benefit Methodology Report ("Report").The Report contains the Company's methodology
for measuring EIM Benefits,and an explanation of how this methodology differs from CAISO's
method.
STAFF DISCUSSION AND RECOMMENDATION
Staff reviewed the Report and included appendixes.The report explains not only how
Avista's measures EIM benefits and how it differs from CAISO's method,but it also explains
why those differences exist.Staffrecommends that the Commission find that the Report fulfills
the requirement in Order No.35543.

Does the Commission wish to find that the Company's compliance filing report fulfills
the requirements stated in Order No.35543?
