BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION
On September 29, 2022, the Commission issued Order No. 35543 approving an
adjustment to Avista Corporation’s (“Company”) Power Cost Adjustment surcharge rate for the
period of October 1, 2022 to September 30, 2023, and directing the Company to explain its method
for measuring Energy Imbalance Market (“EIM”) benefits, and how that method differs from the
California Independent System Operator’s (“CAISO”) method, in a compliance filing.
On November 22, 2022, at the Commission’s Decision Meeting, the Commission
accepted Staff’s recommendation to issue an order finding that the Company complied with Order
No. 35543.
Having reviewed the record in this case, and in considering Staff’s recommendation,
we now issue this Order finding the Company complied with our directive in Order No. 35543.
STAFF COMMENTS
Staff reviewed the Company’s explanation on its method for measuring EIM benefits
and how its method differs from CAISO’s method. Staff confirmed that the Company’s report
complied with Commission Order No. 35543 and recommended the Commission find the same
through a compliance order.
COMMISSION DISCUSSION AND FINDINGS
The Commission has jurisdiction over this matter under Idaho Code §§ 61-502 and 61-
503. The Commission is empowered to investigate rates, charges, rules, regulations, practices, and
contracts of public utilities and to determine whether they are just, reasonable, preferential,
discriminatory, or in violation of any provision of law, and may fix the same by order. Idaho Code
§§ 61-502 and 61-503.
Based on our review of the record the Commission finds that the Company’s report
complies with our directive in Order No. 35543 to explain its method for measuring EIM benefits
and how it differs from CAISO’s method.

IT IS HEREBY ORDERED that the Company’s October 11, 2022 report on its method
for measuring EIM benefits and how that method differs from CAISO’s method complies with
Order No. 35543.
THIS IS A FINAL ORDER. Any person interested in this Order may petition for
reconsideration within twenty-one (21) days of the service date of this Order regarding any matter
decided in this Order. Within seven (7) days after any person has petitioned for reconsideration,
any other person may cross-petition for reconsideration. Idaho Code § 61-626.
