Avista Corporation, doing business as Avista Utilities' (Avista or the Company), appreciates the
Idaho Public Utilities Commission Staffs (Statr) evaluation and comments related to the Electric
Line Extension Schedule 5 I (Schedule 5 I ) proposed by the Company. In particular, the Company
appreciates the collaborative effort between the Company and Staffto develop separate definitions
for "Basic Cost" and "Exceptional Cost" that provide greater clarity and will reduce confusion for
customers. The Company also supports Staffs recommendation that the Company submit a
compliance filing updating the Schedule 5l tariffs with the separate definitions following a
Commission order.
