I. INTRODUCTION 18
Avista Corporation, doing business as Avista Utilities (hereinafter Avista or 19
Company), at 1411 East Mission Avenue, Spokane, Washington, respectfully petitions the 20
Idaho Public Utilities Commission (Commission) to issue an order authorizing a two-month 21
extension of time for filing its 2023 Electric Integrated Resource Plan (IRP), such that the 22
IRP would be filed on June 1, 2023 rather than on April 1, 2023. The Company requests that 23
this filing be processed under the Commission’s Modified Procedure rules through the use 24
of written comments. 25

II. BACKGROUND 10
The Company submits the Electric IRP to the Commission every two years as 11
outlined in Case No. U-1500-165, Order No. 22299. Avista’s next IRP is due to be filed with 12
the Commission on or before April 1, 2023. The IRP is a public process to identify and 13
evaluate various energy resource options to meet future customer load requirements and 14
indicate potential shortfalls. 15
Avista uses a combination of technologies and optimization models to evaluate the 16
electric marketplace, resource opportunities, and risks to meet future capacity and energy 17
deficits while accounting for environmental laws and regulations. Avista uses a public 18
process to solicit technical expertise and feedback throughout the development of the IRP 19
through a series of Technical Advisory Committee (TAC) meetings. 20
Ultimately, Avista requests a two-month extension to submit the Company’s 2023 21
Electric IRP in order to provide enough time for the conclusion of its 2022 All-Source 22
Request For Proposals (RFP). This enables any changes in resource acquisitions that may 23
impact IRP modeling and new assumptions can be integrated with the IRP. 24

III. SUPPORT FOR EXTENSION 26
On November 1, 2021, Avista released its 2022 Draft All-Source RFP.1 The RFP is 27

scheduled to be released in the first quarter of 2022 and is scheduled to be completed in the 1
fourth quarter of 2022. Due to this schedule, the current IRP timetable does not allow enough 2
time for sufficient public engagement nor for Avista to incorporate any resources acquired 3
through the RFP process by the original April 1, 2023 filing date. 4
Without understanding the resources potentially obtained through the 2022 All-5
Source RFP, IRP modeling results would be premature and incomplete to maintain the 6
proposed schedule. The impact of such resource acquisitions could fundamentally change 7
Avista’s resource mix, and therefore have considerable impact on Avista’s customers. 8
Ultimately, the results of the RFP could quickly render the IRP stale if it is filed on April 1, 9
2023 as currently required. 10
Avista recently discussed the idea to extend the filing date of the IRP by two-months 11
with its TAC and the Staff of the Idaho Public Utilities Commission (Staff). Stakeholders, 12
including Staff, were supportive of the extension. 13
IV. CONCLUSION 14
WHEREFORE, Avista respectfully requests the Commission issue an order 15
approving a two-month extension of the Company’s 2023 Electric IRP, such that the IRP 16
would be filed on June 1, 2023 rather than April 1, 2023, with this Petition being processed 17
under Modified Procedure through the use of written comments. 18
