COMMENT DEADLINES

ORDER NO. 35236

On October 13, 2021, Avista Corporation (“Company”) filed a compliance filing
requesting the Commission issue an order accepting its updated load forecast, natural gas price
forecast, and contracts used as inputs to calculate its incremental cost Integrated Resource Plan
(“IRP”) avoided cost rates. The Company must update these inputs by October 15 of each year.
See Order Nos. 32697 and 32802. IRP avoided cost rates are available to qualifying facilities
(“QFs”) that are above the resource-specific project eligibility cap for published avoided cost rates
under Idaho’s implementation of the Public Utility Regulatory Policies Act of 1978 (“PURPA”).
The Company requested its Filing be processed by Modified Procedure.
On November 5, 2021, the Commission noticed the Company’s Filing and established
public comment and Company reply deadlines. Order No. 35220.
At the Commission’s November 23, 2021 decision meeting, Staff presented a decision
memo noting that the Company filed last year’s load and gas forecast with its Filing but that the
Company had recently produced an updated load forecast that it would submit to the Commission
after it had been internally vetted. To allow time for the Company to vet it’s updated forecast, Staff
requested the Commission vacate the comment and reply deadlines established in Order No. 35220
and issue new comment and reply deadlines.
Based on these facts, the Commission amends the comment deadlines to allow for
public comments by December 14, 2021 and the Company’s reply by December 21, 2021.
NOTICE OF AMENDED COMMENT DEADLINES
YOU ARE HEREBY NOTIFIED that the Commission finds it reasonable to vacate
the comment deadlines established in Order No. 35220 and amend the public and reply comment
deadlines, as requested, to give the Company additional time to vet its updated load and gas
forecast and to give parties and the public additional time to comment and reply.

YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Filing must file written comments in support or opposition with the Commission by December
14, 2021.
YOU ARE FURTHER NOTIFIED that any reply comments must be filed with the
Commission by December 21, 2021.
O R D E R
IT IS HEREBY ORDERED that persons interested in submitting written comments
must do so by December 14, 2021. Reply comments, if any, must be filed by December 21, 2021.
IT IS FURTHER ORDERED that parties should continue to comply with Order No.
35058, issued June 3, 2021. All pleadings should be filed with the Commission electronically and
shall be deemed timely filed when received by the Commission Secretary. See Rule 14.02. Service
between parties should also be accomplished electronically. Voluminous discovery-related
documents may be filed and served on CD-ROM or a USB flash drive.
