SUBJECT: AVISTA CORPORATION’S REQUEST TO DECREASE ITS ENERGY
EFFICIENCY RIDER ADJUSTMENT SCHEDULE 91; CASE NO. AVU-E-
21-11.
On July 30, 2021, Avista Corporation dba Avista Utilities (“Company”) applied to the
Commission for authorization to decrease its electric Schedule 91 “Energy Efficiency Rider
Adjustment” rates. The Company asks that its Application be processed under Modified Procedure
and requests an effective date of October 1, 2021.
APPLICATION
The Company’s Schedule 91 tariff rider rate adjustment designed to recover costs
incurred by the Company associated with providing energy efficiency services and programs to
customers. The Company states the tariff rider mechanism is designed to match future revenue
with budgeted expenditures; to ensure appropriate recovery, the mechanism includes a true-up
feature that reconciles the previous periods’ actual expenditures and collections. The purpose of
this filing is to establish tariff riders sufficient to fund the following twelve months of Energy
Efficiency expenditures, and amortize any tariff rider imbalance, thus minimizing future under- or
over-collections.
The Company proposes to decrease billed electric rates by 2.2% through proposed
revisions in Schedule 91, with a requested effective date of October 1, 2021. The estimated annual
revenue change associated with this filing is an annual decrease of approximately $5.6 million for
electric Schedule 91, or a decrease of 2.2% in overall billed rates. Residential customers using an

average of 892 kilowatt-hours per month would see their monthly bills decrease from $85.63 to
$83.77, a decrease of $ 1.86 per month, or 2.2%
STAFF RECOMMENDATION
Staff has reviewed the Application and recommends the Commission issue a Notice of
Application and Notice of Modified Procedure with comments due by September 9, 2021, and the
Company’s reply due by September 16, 2021.
COMMISSION DECISION
Does the Commission wish to issue a Notice of Application and Notice of Modified
Procedure with a comment deadline of September 9, 2021, and a Company reply deadline of
September 16, 2021?
