Kootenai Electic - First Quarter 2021 Update

ln Order No. 34924, the Idaho Public Utilities Commission approved AmendmentNo. 2 to the
Service Territory Agreementbetween Avista and Kootenai Electric Cooperative, Inc (KEC). As
a part of that Order, the Commission stated the following:

Insummary,ourtalksareprogressingandareproductive. AvistaandKECmetonTuesdayMarch
23rd to discuss the remaining issues related to the renewal of our Residential Service Territory
Agreement. The meeting was dedicated in particular to educating one another regarding our
operational approaches to construction. Both parties benefited from understand business models
and required mandates from each of our governing agencies.
Avista will provide what we believe will be the final draft of the Residential Service Territory
agreement to KEC no later than April 12th. Both parties have committed to meeting again before
May 7th to discuss any minor revisions.
