MOTION FOR APPROVAL OF
STIPULATION AI\D SETTLEMENT
Avista Corporation and the Staff of the Idaho Public Utilities Commission hereby
move the Commission for an Order accepting the Settlement Stipulation filed herewith. See
Commission Rules 56,276 and274.
1. On January 29,2021, Avista filed an Application with the Commission for
authority to increase revenue effective September 1,2021, and September 1,2022, for electric
and natural gas service in Idaho. In this filingAvista requested a "Two-Year Rate Plan" with a
Rate Year I electric base rate relief of $24.8 million ( I 0.1 percent) and natural gas base rate
relief of $52,000 (0.1 percent), effective September 1,2021. This is before the effect of the Ta:r
Customer Credit Tariff Schedules 76 (electric) and 176 (natural gas). The Company also

requested aRate Year2 electric base rate relief of $8.7 million (3.2 percent) and natural gas base
rate relief of $ 1 .0 million (2.2 percent), effective September I ,2A22.This is before the effirt of
the Deferred Depreciation Credit Tariff Schedde 177 (natural gas). By Order No. 34930, dated
February 23,2021, the Commission suspendod the proposed schedulesof rates and charge for
electric and natural gas service.
2. Petitions to intervene in this proceedingwere filed by Clearwater, Idaho Forest
CAPAI, Idaho Conservation League, and Walmart Inc. The Commission granted these
interventions in IPUC Order No s. 3 49 40, 3 4953, 3 495 8 and 3 49 67 .
3. A settlement conference was noticed and held on-line with the Commission on
May 19, 2021, and was attended by all parties to this case. A second setflement conference was
held on June 4, 2021, and based on these settlement discussions, the parties, whose signatures
appear on the Stipulation, have agreed to resolve and settle all of the issues in the case. A oopy
of the signed Stipulation evidencing that settlement is enclosed as Attachment 1
4. The parties recommend that the Commission grant this Motion and approve
the Stipulation in its entirety, without material change or condition, pursuant to RP 274.
5. The parties respectfully request that the procedural schedule established in this
case be amended to allow for the Parties to submit testimony in support of the Stipulation
on July 19,2021. Because of the Settlement, the June 23,2021 date for the filing of Staff
and Intervenor Testimony and the July 26,2021 date for the filing of Company Rebuttal
would be vacated. The hearing date, however, would remain.
6. As noted in the Stipulation, the parties agree that the Stipulation is in the public
interest and that all ofits terms and conditions are fair, just and reasonable

NOW, THEREFORE, the parties respectfully request that the Commission issue an
order in Case Nos. AVU-E-21-01 & AVU-G-21-01:
1. Granting this Motion and accepting the Stipulation (Attachment l), in its
entirety, without material change orcondition;
2. Revising theprocedural schedule to allow forthe filing oftestimony in support
of the Settlement on July 19, 2021, to vacate the June 23, 2021 Staff and Intervenor
Testimony date and the July 26,2021 Company Rebuttal date, and to maintain the August
2,2021hearing date;
3. Authorizing the Company to implement revised tariff schedules designed to
reduce the annual electic revenue from Idaho customers consistent with the terms of the
Stipulation; and
4. Authorizing that revised tariff schedules be made effective September 1,2021,
consistent with the terms of the Stipulation
