BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION
On December 4, 2020, Avista Corporation dba Avista Utilities (“Company”) submitted
a Tariff Advice requesting to modify Electric Service Schedule No. 95—My Clean Energy
Program (“Schedule No. 95”). The Company requests an effective date of February 15, 2021.
At the Commission’s January 26, 2021 decision meeting, the Commission’s Staff
recommended the Commission suspend the proposed effective date and process the Tariff Advice
as a formal case because the Tariff Advice would make programmatic changes that warrant public
comment. Having reviewed the Tariff Advice and Staff’s recommendation, the Commission finds
it appropriate to process this Tariff Advice as an application (the “Application”) using Modified
Procedure. See Rule 134.02, IPUC Rules of Procedure. With this Order, we suspend the proposed
effective date and set comment and reply deadlines.
NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that the Company seeks to modify Schedule No. 95
to offer customers in the My Clean Energy Program a third option to purchase clean energy. The
Company proposes to add a 100% renewable option which would allow customers to purchase 1
kilowatt-hour (“kWh”) of renewable power from a regional source in the Western Interconnection
to offset each kWh billed to the customer’s selected meter. Each kWh purchased under this option
would cost $0.01 in addition to the customer’s regular bill. The number of kWhs purchased each
month would correspond directly to a customer’s actual usage each month.

YOU ARE FURTHER NOTIFIED that the Company’s Application and any
attachments are available for public inspection during regular business hours at the Commission’s
office. The Application and any attachments are also available on the Commission’s web site at
www.puc.idaho.gov. Click on the “ELECTRIC” icon, select “Open Cases,” and click on the case
number as shown on the front of this document.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission’s jurisdiction under Title 61 of the Idaho Code.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted
pursuant to the Commission’s Rules of Procedure, IDAPA 31.01.01.000 et seq.
NOTICE OF SUSPENSION OF PROPOSED EFFECTIVE DATE
YOU ARE FURTHER NOTIFIED that the Application proposes more than minor
changes to Schedule No. 95, and the Company’s proposed effective date does not afford Staff, the
public, and the Commission adequate time to properly analyze those changes. The Commission
thus finds it appropriate to suspend the Company’s proposed effective date of February 15, 2021,
for a period of thirty (30) days plus five (5) months, unless the Commission issues an earlier Order
accepting or rejecting the Company’s Application. See Idaho Code § 61-622(4).
NOTICE OF MODIFIED PROCEDURE
YOU ARE FURTHER NOTIFIED that the Commission has determined that the public
interest may not require a formal hearing in this matter, and that it will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Commission's Rules of Procedure, IDAPA
31.01.01.201 through .204. The Commission notes that Modified Procedure and written comments
have proven to be an effective means for obtaining public input and participation.
YOU ARE FURTHER NOTIFIED that persons desiring to state a position on the
Company’s Application may file a written comment explaining why the person supports or
opposes the Application. Persons who would like a hearing must specifically request a hearing in
their written comments. Persons shall have 21 days from the service date of this Order to file
written comments. Comments must be filed through the Commission’s website or by e-mail
unless computer access is unavailable. To comment electronically, please access the Commission’s
home page at www.puc.idaho.gov. Click the “Case Comment Form” and complete the form using
the case number as it appears on the front of this document. To file by e-mail, the customer must

YOU ARE FURTHER NOTIFIED that the Company must file any reply comments
within 28 days of the service date of this Order.
YOU ARE FURTHER NOTIFIED that if no written comments or protests are received
within the time limit set, the Commission will consider this matter on its merits and enter its Order
without a formal hearing. If written comments are received within the time limit set, the
Commission will consider them and, in its discretion, may set the same for a formal hearing.
O R D E R
IT IS HEREBY ORDERED that the Company’s Application be processed by Modified
Procedure, Rule 201-204 (IDAPA 31.01.01.201-.204). Persons interested in submitting written
comments must do so within 21 days of the service date of this Order. The Company must file any
reply comments within 28 days of the service date of this Order.
IT IS FURTHER ORDERED that the Company’s proposed February 15, 2021
effective date is suspended for a period of thirty (30) days plus five (5) months, unless the
Commission issues an earlier Order accepting or rejecting the Application. See Idaho Code § 61-
622(4).

IT IS FURTHER ORDERED that parties should continue to comply with Order No.
34781, issued September 17, 2020. All pleadings should be filed with the Commission
electronically and shall be deemed timely filed when received by the Commission Secretary. See
Rule 14.02. Service between parties should also be accomplished electronically. Voluminous
discovery-related documents may be filed and served on CD-ROM or a USB flash drive.
