I am an Avista customer and I support clean energy. However, it is simple to say that we want
something and not also say that we are ready to pay for it. Transitioning to clean power islikely far more complex and expensive than the average customer understands. Keeping
customers happy is a huge part of your job and the easiest way to hear negative feedback froma group of people is to ask for more money. Please do it anyway. The earth is bigger than one
companies internet reviews and a few articles in the paper. Make the right choice now soIdahoans can continue to be proud to live in the best state in the USA.

beautiful state blessed with so many natural resources. The best things about Idaho (thepeople, the landscapes, the wildlife) are threatened by ongoing human caused climate change.
I support local clean renewable energy. This will help us decrease the effects of climate
change as well as minimize public health risks such as poor air quality.

I am an Avista customer and I support clean energy. Last week, Idaho Conservation League
sponsored an excellent Zoomed “Climate Hero Workshop” in which energy issues in Idahowere discussed.
In 2019, I built my new house and had a solar array installed. It is exciting to monitor the
energy it produces! Every kilowatt generated by this elegant system represents one kilowattless demand on other resources: coal, natural gas, hydroelectricity, and others. My decision to
purchase this system was based on several factors and developed from a long-standing hopethat humans would someday tap the inexhaustible energy of the sun for our energy needs. That
energy is free — no one “owns” or has exclusive rights to the sun. Capturing this energy —something plants have done for billions of years — has now become technologically and
economically feasible.
This technology is a game changer for humans and our planet. With appropriate policy andinvestment at all levels of government, we no longer have to

I am an Idaho Avista customer for 26 years who just finished attending the July 9th on-line
IPUC hearing. I believe it is extremely important that you do all you can to accelerate ourtransition to 100% renewable energy as soon as possible. We need to encourage increased use
of wind and solar in Idaho by including all costs and risks of each energy source, includingenvironmental and health risks due to both straight fossil fuel emissions and climate change.

Dear Idaho Public Utilities Commissioners:
I am an Avista customer and I support clean energy. I recently attended the webinair on
Avista's IRP and have several concerns as a result. First, waiting until 2025 to break from thecoal skip may actually be too little too late due to continued acceleration of Climate Change.
Second, Idaho's air is clean; but, can definitely be better, and for those who live downwindfrom coal burners, it is deadly. Finally, you responded that, although Idaho has an allocation
for Environmental Liabilities, no studies have been done to discover just what those liabilitiesare. I urge Avista to actively investigate the Environmental liabilities now, rather than later. I
believe you would discover more damage than you may think due to coal burning. Thisdamage not only includes damage to people's lungs and health; but to the environment, as
well, in the form of polluted water, erosion at the coal skip sites, and increased disease amongour animal herds.
I believe that these concerns are shared by many in Idaho and should be foremost in Avista's
future plans for energy.
Idaho has a treasure-trove of clean energy to offer, and Avista would benefit financially byutilizing these sources rather than continuing to use outdated sources for energy.

discussion which I heard on the call, I would also like to request that a public hearing be heldto address these important issues.
My questions are:
1). How are health costs factored into weighing the use of coal vs clean energy?2) How has Avista reached out to the populations which have the most to loose with dirty air?
3). How has Avista promoted energy conservation, and can they be asked to do more?4). I would pay more money for my electricity to see the transition to all green energy happen
sooner.

I am an Avista customer and I support clean energy because clean energy makes sense, both
monetarily and environmentally. Monetarily, because by choosing to use wind, water,geothermal sources for energy production, we will not create dirty water or air that will have
to be cleaned for public wellness. Environmentally, for these same reasons, we will not haveto clean our water or air. Please utilize these safer, renewable sources. If you think Idahoans
aren't interested in clean energy and addressing climate change, you are SO wrong! There arethousands of us who live in Idaho because we LOVE our clean water and air--and resent those
who would make these dirty and unsafe.
Please be a partner with us and utilize clean, renewable sources to provide our energy. Ditchthe coal skids now!

I am an Avista customer and I support clean energy in Idaho by investing in wind energy and
energy storage. I also support all efforts to promote consumer energy conservation.
I am concerned about climate change and want to eliminate fossil fuels like coal and gas.
Please bring clean energy to Idaho, in addition to your plans to bring it to Washington. Pleaseterminate your ownership in the Colstrip plant, and end our payments to support that plant.
I support Avista's clean energy transition and want you to accelerate this change in Idaho. You
plan it to have all clean energy by 2045 in Washington. Please be clear that you will also haveall clean energy in Idaho and please complete that transition by 2030. 2045 is too long to wait
when these changes are needed ASAP to prevent climate change.

I am an Avista customer and I support clean energy because clean energy will best preserve
what I love living here in Coeur d'Alene, my home. I've lived here for the past 34 years (I'm68 now) and spent every summer until I was 17 visiting my grandparents and swimming in
Lake Coeur d'Alene. Those were the best years of my life. There were no toxic green algaeblooms, large numbers of fish dying due to hot air, lake and stream temperatures, rampant
forest fires that blackened the skies, kept residents and tourists indoors and sent others,suffering from asthma, to the hospital or to flee Coeur d'Alene. All of this happened in 2015,
driven by human-caused global climate disruption. We cannot let this become the new norm,and lose what we love about living here. We must do all we can to be able to pass down to our
children and grandchidren what we love about living here. Thank you, Avista, for hastening aclean energy future, in the latest IRP. I strongly urge you to further that acceleration in every
way possible, from expanding clean energy developments such as solar, wind, hydroelectric orbiomass, using the work of Stanford University professor Mark Jacobson, to expanding
electric vehicle infrastructure and energy efficiency measures. Please, IPUC, expedite theending of the use of fossil fuels as soon as possible; we have cleaner, safer, less expensive
options that will preserve what we all love about living here, in our home. We owe ourselves,and especially our children and grandchildren, the experience of what we loved about living
here.

prepare and adapt to climate change. I support coal free/ gas free/clean energy because I amvery worried about our changing climate. Idaho is particularly impacted by increased forest
fires, hotter summers, less snow, more erosion, reduced habitat...all impacting human health,wildlife, and economies. Avista has a huge responsibility to cut all carbon emissions and

most energy and transportation uses will help to eliminate contamination of our water, air andsoil, and help mitigate the extremes of climate change for future generations - my
grandchildren and great-grandchildren.
I support your goal to transition to clean energy and ask that you continue to be an industryleader with a more pro-active and accelerated transition towards clean energy sources such as
solar and wind. Investment now will pay for itself quickly. These forms of energy, solar andwind, are sustainable in and for the modern world.
You already have a program (that I donate to via a contribution in my monthly billing) that
supports clean energy. As a supporter I urge you to have this as your paramount goal in your20 year plan.

I am an Avista customer and I support clean energy, believe that Avista needs to transition
from coal to clean energy in Idaho, and should accelerate this change in Idaho. I believe thatIdahoans should get the same information that Avista Washington customers get, including
our carbon footprint and a report on how the actions and energy choices by Idahoans affectclimate change. Idahoans deserve the benefits of clean energy as we are concerned about
climate change. As a teacher in Sandpoint, I want students to understand how climate changeis negatively affecting our community but that there are people and companies who are
enacting change. I want them to know that climate change isn't hopeless and that we can makechanges. It would be powerful to be able to show students what their local energy company is
doing to combat climate change and to show them reports of how our choices impact theclimate. Students in our community should know that the companies are looking out for their
future and are not making false assumptions about what future generations want for the stateof Idaho. We need to protect our state's natural resources and outdoor recreation and Avista
has the power and opportunity to do this.

My name is Archie A. George. My resident address is 1891 Conestoga St, Moscow, Idaho. My
wife and I are 40-year Avista customers and our daughter is married to an Avista employee.My family owns a small backcountry ranch about 75 miles east of Grangeville, Idaho. The
ranch is not and never has been on the electrical grid. However, we are all affected by ourelectrical power generation systems.
My mother, age 91, spends as much time as possible out there. It’s been her primary home fornearly 60 years and has been in the family for six generations. My great grandmother,
grandparents, mom and dad raised cattle and horses on the property, and for many years wewere also outfitters and guides for hunting and fishing trips.
Recently, mom told me the temperature at the ranch reached 101 degrees in the shade, whichshe had never seen up there in all that time.
Our family is in the process of placing a conservation easement on the property to prevent itfrom subdivision and development, which has already happened to all the other homesteads in
the area. We’ve been fortunate to receive financial assistance for this from the BonnevillePower Administration, as part of their efforts to preserve habitat for fish and wildlife. But
these hotter temperatures have contributed to faster snowmelt in the spring and less rain in thesummer. In recent years, forest fires have threatened the property much more frequently than
in the past. Climate change presents challenges that can’t be met by individual landowners oragencies alone. However, I believe preserving habitat for fish and wildlife isn’t enough.
According to a study published last summer (July 2019) by the Union of Concerned Scientists,“Temperatures around the world have been increasing for decades in response to rising heat-
trapping emissions from human activities, primarily the burning of fossil fuels. These risingtemperatures are causing more days of dangerous—even deadly—heat locally.” (“Killer Heat
in the United States, Climate Choices and the Future of Dangerously Hot Days”www.ucsusa.org/killer-heat)
The study concludes, “We have precious little time to substantially reduce emissions in orderto limit future warming.”
I encourage the Idaho Public Utilities Commission to require our electrical energy producers,specifically Avista in this case, to factor climate change impacts into their plans for power
generation going forward. We need to shift from fossil fuels to wind, solar and hydropower,and also invest in clean energy storage systems, especially in Idaho.

I am an Avista customer for over 40 years.
I am sure there is some commission in Lebanon that wishes in retrospect they had betteroversight of the stored ammonium nitrate. This was a terrible tragedy, which might have been
averted. In the same way, but on a larger economic scale, use of fossil fuels is rapidlywreaking economic havoc with wildfires, increased severe storms, and drought. Your
commission is charged with watching for our future while ensuring reasonable costs toconsumers of electric services in Idaho. I have visited a retired gold mine, and saw the 80
acres of arsenic and sulfuric acid laced tailings that resulted, left for the taxpayers to deal withas a superfund site. Coal production also leaves toxic residues in air and water and the cost of
those (plus environmental impact of CO2 emissions) should be factored into Avista's long-term plans for energy production, curtailing use of coal as soon as possible.

Idaho Public Utilities Commissioners: Thank you for this opportunity to comment on Avista’s
20-year Integrated Resource Plans. I am encouraged by Avista’s objective to transition toclean energy. However, as a nurse and environmental scientist, I worry that waiting until 2045
to move from coal to renewable sources is too long. We are already seeing damage to humanhealth and the environment due to fossil fuel combustion, even in Idaho. While utility
providers might be most acutely cognizant of their own bottom lines and shareholders’satisfaction, it’s harder to put price-tags on a lifetime of asthma, long-term effects of
consuming toxic fish, greenhouse gas contributions to climate change and resultant wildfires,floods, drought, heat-related deaths, zoonotic and vector-borne disease, crop loss and food
insecurity, or even economic impacts of lost tourism in a state that depends on it.
Years ago, I was among those who hoped natural gas could serve as a bridge away from“dirtier” fossil fuels to 100% clean renewable energy. Now, we’re realizing that new methods
of extracting it deplete groundwater, contaminate wells, trigger seismic activity, and/or flaremethane. Political influence, amoral profiteering, ignorance, and desperation have caused our
society to rely heavily on fossil fuels, but we can’t afford to perpetuate it.
I favor policies and investments that will protect the environment for generations to come,while base rates remain affordable for low-income households. Accordingly, energy
conservation rebates and other programs, investments in improved battery technology andother energy storage, development of solar and wind installations, fair policies for contributing
surplus production to the grid, and river flows that respect anadromous fish and the rights ofindigenous people. I support faster a roll-out and greater investments in clean energy for
Idaho.

Dear Idaho Public Utilities Commissioners:
I am an Avista customer and I support clean energy because ... I care deeply about the
increasing climate changes I see, and worry about our kids' and grandkids' future. I'm alsoconcerned about the ever-increasing costs of our dependence on fossil fuels and the ties it
creates with other nations, some of whom use the profits to support extremist terrorism, aswell as the obscene profits reaped by US Oil companies at the expense of hard-working
Americans.
We simply must put our planet and ourselves first, doing so requires an investment in cleanand renewable energy sources. I urge you to put Idahoans' and all Americans' needs ahead of
continued support for a dirty fossil-fuel industry's profits.
