HomeMy WebLinkAbout20200513Notice_of_Modified_Procedure_Order_No_34666.pdfNOTICE OF MODIFIED PROCEDURE ORDER NO. 34666 1 Office of the Secretary Service Date May 13, 2020 BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION On January 30, 2019, Avista Corporation (“Avista”) filed a petition requesting a six- month extension of the August 31, 2019 filing date for Avista’s 2019 Integrated Resource Plan (“2019 IRP”) due to numerous potentially impactful energy bills that were under consideration in the legislatures of Montana, Oregon, and Washington. On February 22, 2019, the Commission issued a Notice of Petition and Notice of Modified Procedure establishing comment and reply comment deadlines for Avista’s requested extension. Order No. 34250. On April 16, 2019, the Commission issued a final order approving Avista’s petition and granting a six-month extension until February 29, 2020. Order No. 34312. On February 28, 2020, Avista filed its amended 2019/2020 Electric Integrated Resource Plan (“2020 Electric IRP”). On March 25, 2020, the Commission issued a Notice of 2020 Electric Integrated Resource Plan and Notice of Intervention Deadline. Order No. 34609. Idaho Conservation League (“ICL”), Avista, and Commission Staff are parties to the case. Following the intervention deadline, Staff informally conferred with the parties regarding a procedure and schedule for the case. The parties presented a proposed schedule to the Commission. With this Order, the Commission issues notice of the case and sets a comment deadline of August 19, 2020, and a reply comment deadline of September 2, 2020. YOU ARE FURTHER NOTIFIED that anyone desiring to state a position on this Application must file a written comment in support or opposition with the Commission by August 19, 2020. The written comment must contain a statement of reasons supporting it. Persons desiring a hearing must specifically request a hearing in their written comments. If written comments are received within the time limit set, the Commission will consider them and, in its discretion, may set the same for a formal hearing. O R D E R IT IS HEREBY ORDERED that Avista’s Application be processed by Modified Procedure, Rule 201-204 (IDAPA 31.01.01.201-.204). Persons interested in submitting written comments must do so by August 19, 2020. Avista must file any reply comments by September 2, 2020. IT IS FURTHER ORDERED that parties should continue to comply with Order No. 34602, issued March 17, 2020. All pleadings should be filed with the Commission electronically and shall be deemed timely filed when received by the Commission Secretary. See Rule 14.02. Service between parties should also be accomplished electronically. Voluminous discovery-related documents may be filed and served on CD-ROM or a USB flash drive.
