NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED that with this Application,the Company asks the Commission to approve the Company's Agreement for the Purchase and Sale of the Cheney and Four Lakes Tap Lines and the Transfer of Ownership Agreement between the Company and BPA. YOU ARE FURTHERNOTIFIED that if approved,the Agreements would transfer about 15 miles of I 15 kV BPA tap lines and easements to the Company in exchange for the Company transferring a 230 kV power breaker to BPA.The Company explains that the BPA's tap lines are transmission assets in the Company's Balancing Authority Area that are physicallyand electrically separate from BPA's main transmission network and surrounded by the Company's transmission system.The Company's power breaker,on the other hand,is in a BPA substation. YOU ARE FURTHER NOTIFIED that the Company states the equipment to be transferred under the Agreements has posed administrative,maintenance,and North American Electric ReliabilityCorporation compliance challenges for both entities.The Company explains no money would change hands under the Agreements,and that they are merely intendedto simplify administrative,operational,and maintenance responsibilities for both BPA and the Company. YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted pursuant to the Commission's Rules of Procedure,IDAPA 31.01.01.000 et seq. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code,specifically Idaho Code §§61-502 and 61-503.The Commission may enter any final Order consistent with its authority under Title 61. NOTICE OF MODIFIED PROCEDURE YOU ARE FURTHER NOTIFIED that the Commission will proceed under Modified Procedure pursuant to Rules 201 through 204 of the Commission's Rules of Procedure.See IDAPA 31.01.01.201 through .204.The Commission notes that Modified Procedure and written comments have proven to be an effective means for obtaining public input and participation. NOTICE OF TELEPHONIC PUBLIC HEARING YOU ARE FURTHER NOTIFIED that the Commission's Rules of Modified Procedure contemplate that a case will be processed by written submissions without a public hearing.However,the Commission finds good cause to schedule a public hearing in this case because the Company filed its Application under Idaho Code §61-328,and that statute requires a public hearing. YOU ARE FURTHER NOTIFIED that the Commission will conduct a public telephonic customer hearing in this matter on WEDNESDAY,NOVEMBER 7,2018 AT 2:00 P.M.MST.The purpose of the public hearing is to take testimony from members of the public and customers of the Company.To participate,interested persons can call 1-800-920-7487shortly before or at the designated time,and enter the passcode 6674832#when prompted.
