On June 19,2018,Avista Corporation dba Avista Utilities ("Avista")and the City of
Cove,Oregon,jointly petitioned the Commission for an order approving their Power Purchase
Agreement ("PPA"or "agreement")for an 800 kW hydroelectric generating facility in or around
Cove,Oregon.The facility is a qualifying facility under the Public Utility Regulatory Policies Act.
On August 24,2018,two days after the comment reply period expired,Avista filed its
fourth amendment to the PPA,which updated the avoided-cost rates in the agreement to those that
were in effect when the agreement was signed by both parties.See Avista's Supplement to
Amendment No.3.
On September 4,2018,Staff recommended that the Commission extend the comment
period to allow public comment on the PPA as amended.Avista concurred with Staff's
recommendation.
The Commission finds it is in the public interestto extend the comment period to secure
a speedy and economical determination of the issues.
NOTICE OF EXTENDED COMMENT PERIOD
YOU ARE HEREBY NOTIFIED that the deadline established in Order Number 34115
is extended.Any person desiring to state a position on this Petition may file a written comment
in support or opposition with the Commission by no later than September 24,2018.The
comment must contain a statement of reasons supporting the comment.Persons desiring a hearing
must specifically request a hearing in their written comments.Written comments concerning this
Petition shall be mailed to the Commission,Avista,and the City of Cove,Oregon at the addresses
reflected below:
