On June 19,2018,Avista Corporation dba Avista Utilities,and the City of Cove,
Oregon,("Petitioners"),jointly petitioned the Commission for an order approving a Power
Purchase Agreement ("PPA").See Joint Petition at 1.The PPA will expire on its own terms if the
Commission does not issue a final order approving the PPA by October 29,2018.Id.at 8.
The Commission now issues this Notice of Petition and Notice of Modified Procedure
setting comment and reply deadlines.
NOTICE OF PETITION
YOU ARE HEREBY NOTIFIED that Petitionersjointly request that the Commission
approve a PPA.The PPA relates to a City of Cove-owned and operated 800 kW hydroelectric
generating facility.Id at 2.The facility is a qualifying facility ("QF")under the Public Utility
Regulatory Policies Act ("PURPA").Id
YOU ARE FURTHER NOTIFIED that under the PPA,Avista will buy the QF's output
at the applicable Avoided Cost Rates For Non-Fueled Projects Smaller Than Ten Average
Megawatts -Levelized.Id at 3.If approved,the PPA's term will run through June 12,2038.Id
YOU ARE FURTHER NOTIFIED that the Parties jointlyrequest that the Commission
issue an order accepting the PPA,without change or condition,and declaring that all payments
made by Avista for purchases under the PPA be allowed as prudently incurred expenses for
ratemaking purposes.Id at 3.
YOU ARE FURTHER NOTIFIED that the Petition is available for public inspection
during regular business hours at the Commission offices.These documents are also available on

YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code and specifically Idaho
Code §§61-502 and 61-503.Further,the Commission has authority under PURPA and Federal
Energy Regulatory Commission regulations to set avoided costs,to order electric utilities to enter
into fixed-term obligations for the purchase of energy from qualified facilities and to implement
FERC rules.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted
pursuant to the Commission's Rules of Procedure,IDAPA 31.01.01.000 et seq.
NOTICE OF MODIFIED PROCEDURE
YOU ARE FURTHER NOTIFIED that the Commission has determinedthat the public
interest may not require a formal hearing in this matter,and that it will proceed under Modified
Procedure pursuant to Rules 202 through 204 of the Commission's Rules of Procedure,IDAPA
31.01.01.202through .204.The Commission notes that Modified Procedure and written comments
have proven to be an effective means for obtaining public input and participation.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Petition may file a written comment in support or opposition with the Commission by no later
than August 15,2018.The comment must contain a statement of reasons supporting the
comment.Persons desiring a hearing must specifically request a hearing in their written
comments.Written comments concerning this Petition shall be mailed to the Commission,Avista,
and the City of Cove,Oregon at the addresses reflected below:

IT IS HEREBY ORDERED that the Petition of Avista Corporation and the City of
Cove,Oregon,be processed by Modified Procedure,Rule 202-204 (IDAPA 31.01.01.202-.204).
Persons interested in submitting written comments must do so by August 15,2018.Petitioners
may file reply comments by no later than August 22,2018.
