On February 23,2018,Avista Corporation dba Avista Utilities filed an Application
requesting that the Commission approve changes to the Company's depreciation rates for electric
and natural gas property.The Company included a request for an effective date of January 1,
2019.Avista last changed its Idaho book depreciation rates in January and April 2013.Order No.
32769.
The Commission subsequently issued a Notice of Application and set an intervention
deadline of April 23,2018.Order No.34014.Clearwater Paper,Idaho Conservation League
(ICL),Idaho Forest Group,and the Sierra Club intervened as parties.Order Nos.34016,34049.
At the direction of the Commission,the parties conferred,and Staff recommended a
procedural schedule to the Commission.With this Order,we approve the use of modified
procedure,and adopt the proposed schedule.
NOTICE OF MODIFIED PROCEDURE
YOU ARE HEREBY NOTIFIED that the Commission has determined that the
public interest may not require a formal hearing in this matter and will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission's Rules
of Procedure,IDAPA 31.01.01.201 through .204.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in support or opposition with the Commission by
November 15,2018.The comment must contain a statement of reasons supporting the comment.
Persons desiring a hearing must specifically request a hearing in their written comments.Written

necessary,no later than November 29,2018.
YOU ARE FURTHER NOTIFIED that,based on discussion and agreement between
the parties,the Commission adopts the followingsettlement conference schedule:August 29,
2018;September 25,2018 (if necessary);and October 16,2018 (if necessary).The parties
shall confer and agree to the time and location of the settlement meetings.
YOU ARE FURTHER NOTIFIED that the record in this matter is available for
public inspection during regular business hours at the Commission offices.The record is
available on the Commission's web site at www.puc.idaho.gov.Click on the "File Room"tab at
the top of the page,scroll down to and click on "Electric Cases,"and then click on Case No.

YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code,and specifically
Idaho Code §61-525.The Commission may enter any final Order consistent with its authority
under Title 61.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be
conducted pursuant to the Commission's Rules of Procedure,IDAPA 31.01.01.000,et seq.

IT IS HEREBY ORDERED that this case be processed under Modified Procedure.
Interested persons and parties wishing to file comments or protests in this matter must do so no
later than November 15,2018.
IT IS FURTHER ORDERED that the Company shall file reply comments,if
necessary,no later than November 29,2018.
IT IS FURTHER ORDERED that the parties shall conduct settlement conferences
pursuant to the followingschedule:August 29,2018;September 25,2018 (if necessary);and
October 16,2018 (if necessary).
