I. INTRODUCTION
This settlement entered into by and among Avista
Corporation, doing business as Avista Utllities (r'Avista" or
"Companyr'), the Staff of the Idaho Public Utilities
Commissi-on ("Staff'), and the Community Action Partnership
Association of Idaho ("CAPAI"). These entities are
collectively referred to as the "Settling Parties". The
Set.t.ling Parties understand this Application is subject to
approval by the Idaho Public Utilities Commission (rrfPUC, or
the "Commission").
I. BACKGROI'IID
On June 9, 20L7, Avista filed an Application with the
Commission for authority to increase revenue effective
.Tanuary 1, 20Lg and 'January 1 , 201-9 f or electric and natural
gas service in Idaho in Case Nos. 17-E-01 and 17-G-01.
One of the terms and conditions of the Stipulation in
the above referenced Case, represented in paragraph 18 of
the Stipulation, the Parties agreed:
The Company and interest,ed parties will meet and
confer to consider whether the Low Income
Weatherization Program and Energy Conservation
Education Program funding should be increased from
the current Commission-approved levels of $700,000
and $50,000 respectively. Discussion topics will
include the need for additional funding, how
additional funds will be used, how much additional

funding will be necessary, and what impact the
increase wil-l- have on the energy efficiency tariff
rider (Schedules 91, and l-91-) balance. If
participants agree that a funding increase is
necessary, the Company agrees to make any
necessary filing(s) with the Commission on or
before December 31, 201-7 .
II. AGREEMENT
After negotiating their respective positions
regarding a funding increase to the two aforementioned
13 programs, an agreement was reached that would include
14 #1-25,000 of additional funding for Avista's Low Income
15 Weatherization Program and $25,000 additional funding for
16 Avista's Conservation Education Program in Idaho. This
17 increase in funding has no effect on the Company's
l8 approved revenue requirement in Commj-ss j-on Order No.
19 33953, the funding will come directly out of Avista's
20 Energy Efficiency Tariff Rider Schedules 91 and 191-.
2I III. CONCLUSION
22 The Parties agree that this Petition is in the
23 public interest and that the additional funding for Avista's
24 Low Income Weatherization Program and Conservation Education
25 Program in Idaho are fair, just and reasonable. The Parties
26 request the additional funding be available to CAPAf March
27 L, 2o1g.
