Comment:In May 2015,a petition was submitted to the United Nations by 190 scientists from 39 countries,all of whomhavepublishedinpeer-reviewed journals on the biological or health effects of EMF (electromagnetic frequencies).
In their petition,they ask the World Health Organization to adopt more stringent guidelines for EMF in order to betterprotectagainstmountingexposurestothesefrequenciesfromamyriadofsources,including smart meters.

I am writing to urge the Commission to require Avista (and all Idaho utilities)to provide customers with the option ofhavinganon-RF-EMR-emitting meter at no additional cost.Havingthe abilityto opt-out of a "smart meter"program isinkeepingwithIdahoCode61-302 Maintenance of Adequate Servicestates:"Every public utility shall furnish,provideandmaintainsuchservice,instrumentalities,equipment and facilities as shall promote the safety,health,comfort,andconvenienceofitspatrons,employees and the public,and as shall be in all respects adequate,efficient,just andreasonable."

Comment:I request that the Idaho Public Utilities Commission allow customer choice between digital or analog meters
without additional installation costs or monthly fees.
There are people who are highly sensitive to the EMF radiation emitted by the digital meters.Industry has assumed that
increasing levelsof EMF exposure in the US are not a problem,but there is growing evidence that it is unhealthy for
some and possibly all.Consumers should havethe right to choose.

Regarding the above case,I do believe that your decision was based upon the response you received from Avista rather
than looking at the most recent science proving the negative health effects from constant exposure to low-level EMF
fields.
Our society's EMF safety guidelines are based on thermal standards.The idea is that if non-ionizing electromagnetic
fields do not heat you,then they cannot possibly hurt you.Even though there is plenty of evidence that non-thermal
EMF exposures cause biological damage,this evidence is repeatedly dismissed by both private bodies and government
agencies that set the safety standards.It is past time for the Idaho Public Utility Commission to actually read the latest
scientific studies on constant low-level EMF exposuresand act accordingly,in the best interests of Idaho citizens.
For instance,the following article was published in 2016 in The Bent,which is the magazine for the National Engineering
Honor Society.The organization has a membership of 87,000 engineers across the country and the response was quite
positive.The article succinctly summarizes how EMF science now shows that wireless technology can harm our health
and the author points toward solutions for our society.

This article was written before the preliminary results of the landmark $25 million National Toxicology Program study
were released in 2017.The results showed cancer and DNA damage in rats at non-thermal microwave radiation
exposures.This study is so important that even the American CancerSociety said it marked "a paradigm shift in our
understanding of radiation and cancer risk."When combined with the multiple high-quality studies that show increased
cancer risk and reproductive harm for long-term cell phone users,those who continue to state that wireless technology
is harmless are now on the wrong side of science.
With respect to the latest science on the harm caused by cumulative effects of low-level EMF,I request the Commission
to revisit your duty to honor Idaho Code 61-302;The Idaho Constitution,Article I,Section 1;and the U.S.Constitution,
Amendment 4 of the Bill of Rights.This is an appeal to admit you made a mistake and require all utilities under your
purview to provide an opt-out program for their customers with no additional monthly fees so numerous Idaho citizens
can have the abilityto pursue a healthy life in liberty and happiness.

Comment:Regardingthe current net metering case I am asking the Commission to deny Idaho Power's application tomovecustomerswithon-site generation to a new schedule.Without fullyconsidering the costs and benefits associatedwithdistributedgeneration,there is no evidence to support the need for this change.The majority of studiesinvestigatingthevalueofdistributedrenewablegenerationhavedeterminedthatitprovidesgreatvaluetothe grid andothercustomers.Before any changes to the current net-metering situation are considered,it is in the public interestthatthecommissionassurethatthefullrangeofcostsandbenefitsarestudiedinamannerthatfairlyaccountsforthebenefitsinadditiontothecosts.
