Comment: With regard to the mandatory installation of "smart meters," I am urgently requesting an OPT-OUT option for
AVISTA customers and all other public utilities customers in ldaho.
Negative biological effects have been amply observed in electromagnetic radiation (EMR) studies. To cite only two
responses to these studies
05/2015 - The International EMF Appeal: 190 scientists call on the UN, WHO and national governments to adopt
protective guidelines in response to evidence of biological changes and damages caused by EMFs (electromagnetic
frequencies).
O5/2O17: The WHO's lnternational Agency for Research on Cancer classified RF from cell phones as a 'Possible Human
Carcinogen' (Class 2B). However, some scientists say the IARC classification, which only references risk for glioma, is still
not strong enough, and that RF should have been classified as a 'Probable Human Carcinogen' (Class 2A) based the
existing science.
ldaho Code 61-302 Maintenance of adequate Service states: "Every public utility shallfurnish, provide and maintain such
service, instrumentalities, equipment and facilities as shall promote the safety, health, comfort and convenience of its
patrons, employees and the public, and as shall be in all respects adequate, efficient, just and reasonable."
Many carcinogens such as tobacco smoke went unrecognized for decades before public health agencies responded to
the threat. lt is not at all unreasonable that thoughtful individuals are now concerned about the growing body of
evidence regarding EMFs, a matter that is particularly sensitive with regard to EMF exposure to young children. Why
should AVISTA not allow concerned customers an OPT OUT option regarding "smart meters" until such time as research
has confirmed or allayed their concerns? Until further research has been conducted, the mandatory installation of smart
meters is not reasonable.
By not providing an opt-out option, AVISTA and other public utilities run the risk of costly lawsuits in the future, similar
to those eventually pursued and won against tobacco companies.
I trust that you want to do what is right but have not yet looked at the growing concerns surrounding this issue. Thank

A few weeks ago NLI switched our meter to the new digital smart meter. We were very concerned because I suffer from
electrohypersensitivity (EHS) (which includes smart meters, cell towers, cellphones, Wi-Fi, electromagnetic fields and
various other forms of dirty electricity). By measuring our dirty electricity in our home with a Stetzerizer Microsurge
Meter before and after installation our number of dirty electricity went from around a peak of 200 to over 1000. Any
measurement over 100 is considered unhealthy especially for those like myself who suffer from EHS. I had to quit my 1,8
yr career as a NICU RN a few years ago because of my illness. We moved up to ldaho out into the woods to try to get
away as far as we could from all the sources of dirty electricity and improve my health condition. I have been blessed to
feel better and continue to look for ways to further increase my health and clean up the dirty electricity in our home.
The installation of this new meter has made my symptoms much worse. I want my old meter installed back and this new
digital smart meter removed without being gouged for hundreds of dollars each year. Per your own code: ldaho Code
61-302 Maintenance of adequate Service: Every public utility shall furnish, provide and maintain such service,
instrumentalities, equipment and facilities as shall promote the safety, health, comfort and convenience of its patrons,
employees and the public, and as shall be in all respects adequate, efficient, just and reasonable. My safety and health is
not being considered by NLI their quest for maximum profits at the expense of some of their members health.

Comment: Although I am not an Avista customer, their policy of disallowing opt out for smart metering will affect my
friend and acupuncturist, Susan Arima, who is very sensitive to wifi radiation. I have personally seen its effects on her
body, in the form of a burning, itching, weeping rash on her face, neck, arms, and back. I have also seen the pictures she
has of its effect on her face. I ask that you require Avista to allow customers who become ill from the radiation emitted
by these devices to opt out of receiving them. Thank you for considering my request.
