Avista is a regulated public utilitywith near monopolistic power in the area of electrical production and transmission andnaturalgasfor1.5 million people in eastern Washington,north Idaho and southern and eastern Oregon.
The idea of selling this monopoly to a foreign country is outrageous.
Besides that,Hyrdro One's history is appalling.On August 14,2003 all across the Northeastern United State and Ontario,the transmission system failed causing a massive blackout.50 million people across eight states and Ontario werewithoutpoweruptofourdays.
The blackout was more than an inconvenience.
It underscored some gaping holes in Ontario's (Hydro One's)grid operations.
The power system needs power to operate,but emergency back-up supplies turned out to be inadequate.At a Toronto
area Hydro One control center,a backup diesel generator failed to kick in,leaving staff in the dark initially as they triedtoassesstheproblemsandresurrectthetransmissionsystem.
At the Canadian Nuclear Safety Commission in Ottawa,the agency'semergency operations center couldn't functionbecausethebuildingwhereit's located had no power and no back-up supply.
At Ontario Power Generation's Pickering B nuclear station,another problem surfaced.With the electrical grid down,there wasn't enough auxiliary power to maintain the pumps in the emergency cooling system.The pumps were out forfiveandahalfhours.
Being bought out would give us the privilege of financial responsibility for the Nuclear Power plants in a foreign country
run under that country's regulations,and all the while we would not get one kilowatt of that nuclear generated power.
What we would get is this:A foreign country regulating our power sources.We get all the issues of nuclear power and
no benefits.We get few economies of scale and even if there were some,they would not accrue to us,the rate payers.We would get dis-economies of scale and they would be paid by all of us.
We who have had the privilege of some of the most reliable and inexpensive power and heat in the entire United StateswouldbebetrayedandpenalizedbeyondbeliefifAvistaweretobesoldtoHydroOne.

We are adamantly opposed to the merger of Avista Utilities with Hydro One.The most important issue regarding this
sale is the accumulation and control of valuable Pacific NW resources (i.e.,13 dams and infrastructure),by a foreign
entity.This should not even be considered.These resources belong to the people of the United States and should be
kept that way.
It has also been brought to my attention that Hydro One has been involved in precarious financial situations and should
not be trusted.Additionally,their customers have suffered severe rate increases amounting to more than double that
of Avista rates.
Considering their founder's past record of perpetuating what many believe to be untrue and deceptive,Maurice Strong
has pushed the global warming agenda that many believe to be deceptive,was the promoter of Global Governance by
the UN,and founder and architect of the Kyoto Protocol that the U.S.has soundly rejected.
For these and many other reasons,we respectfully ask you to do the right thing for Idahoans and for other citizens in the
Pacific NW and vote NO on this merger.

company Hydro One.If allowed to go forward our electric bill would be under the control of a foreign company.Judging
by the bill increases that this company has inflicted upon its present customers many Avista customers would no longer

As a citizen of the United States,I would like to voice my opposition to the acquisition of Avista Utilities by Hyrdo One.
My primary objection is that I believe it is not right that a foreign company own such an extensive part of Idaho
infrastructure.I do not want a foreign policy,agendas,and politics to affect idaho power customers.
This acquisition would mean the Province of Ontario (which holds 41%of the shares of Hydro One)will be wielding
direct influence and decision making power over 13 dams and much infrastructure in the Pacific Northwest,just before
the re-negotiation of an internationaltreaty with Canada (Columbia RiverTreaty).
This is foolish.
