RE:Case AVU-E-17-09 25 M 9 y
To all Concerned:
_;We strongly oppose this merger, based on all of the comments you already have poste&onjodW4hsite
and a couple of our own,as follows:
1)Many residents throughout Idaho, and especially in our area, are retirees who settled here due
to the affordability(among other factors). We all live on fixed incomes, and a skyrocketing
power bill is a frighteningthought.
2)We don't see how the current contentious relationship our president has established with P.M.
Trudeau can possibly be in anyway helpful in the takeover of a segment of our power grid by a
Canadianentity. It is all well and good to foster foreign businesses within our borders where
goods, products or even real estate are concerned, but absolutely NO_T where our power source
is concerned.
Where is our Federal Govt on all of this -do they even have a clue???????How on earth is it that the
FCC et al have "accepted"this pending deal?

Comment:Please don't let our utility company sell to a foreign company. They might say the locals can keep control but
that's hard to believe.Just think of all the companies that have been bought out and the buyer has promised to make no
changes but employees are let go,prices rise and control goes to people who don't even understand the local area and
its people. And rising prices will not be good for us retired folks who,in this area, are already facing zooming property
taxes.Thanks you

Comment:t is my opinion that it is NOT a positive decision nor direction to turn over control of our electrical power -
Avista -to any foreigner ...Hydro One is based in Toronto,Canada. Our world is in a continual mode of change and the
sale will have long-term impacts that may not necessarilybe to the our benefit. The sale is described as a "friendly"
acquisition that will "preserve"our "identity"and help us continue to "chart our own course"in a rapidly consolidating
utility industry. We are being told that we will see "little"difference after the sale with no layoffs "expected".The
merger of the two companies "should"help keep rates "competitive"in the long term. The purchase of Avista gives
Hydro One a "toehold"in the United States.I am extremely leery of this pending sale, there are too many "ifs, ands,or
buts".I do not want Avista sold to Hydro One.

Comment:I am very concerned about, and against the purchase of Avista by the Canadiancompany Hydro One.
Regardlessof supposed local oversight by the PUD,he who holds the purse strings has ultimate control. This is
especially concerning geographically since Hydro One is based in Eastern Canada. My experience has been (in the US)
that the farther away the center of power, the less local needs are met!Imagine the potential neglect if an
electromagnetic disruption occurred over North America,do you really think remote North Idaho would have any
priority--of course not!!!

Comment:Regardingthe sale of Avista to Hydro One,I would just like to add to the discussion that having worked for a
foreign owned car company I know how much control the USA National Headquarters had which was none.We had to
fight for every change we wanted and mostly lost.Hydro One has is in a country that has totally different ideology than
the USA.They are a socialist country with extreme global warming mentality. You may think you will have control with
your local headquarters but Hydro One will always do what they want to do...IT WILL BE THEIR COMPANYI I AM
STRONGLY AGAINST THIS SALE!

Comment:I am against the sale of Avista to Hydro One.A public utility should be owned by the people it serves locally
and not by a foreign entity. We should retain control of our source and distribution of energy and not be selling out to a
company that does not share our NW United States values. They even admit they will have control:Premier Kathleen
Wynne speaks to small group of supporters at the SerbianCentre in Windsor.
https://www.youtube.com/watch?v=ijwo2N5FWnE&t=3s
They may even offer an initial reduction in rates, but guaranteed they will rise significantly when "green"becomes their
bottom line.Stop this crazy idea.

Dear Ms.Hanian:
I am submitting the followingcomments with regard to the above referenced cases.
As an Avista natural gas and electricitycustomer,I am OPPOSED to the merger of Avista Utilities with Hydro
One Limited,a Canadian corporation.
In addition to those reasons stated by others for the record,I am opposed to the merger because I was
anticipating utility rate reductions due to recent cuts to corporate tax rates provided by the United States
Congress and President Trump(the TrumpTax Cuts).Avista customers in Idaho and Washington would benefit
from the TrumpTax Cuts, just as would customers of other American companies whose income taxes have
been generously reduced. As a subsidiary of Hydro One,a Canadian firm, the benefits of the TrumpTax Cuts to
Avista and its customers would be in jeopardy because Avista would be under foreign control should the merger
proceed. The new governing board of Avista will be stacked in favor of the Canadian owners, most notablythe
Government of Ontario. As a socialist Provincial Government,Ontario is fraughtwith financial
inefficiencies and social programs that would be subsidized by Avista customers in the United States.More
fundamentally,it is plain wrong to give up local control of our most essential public services to a foreign entity.
The merger of Avista with Hydro One is clearlyharmfulto Idaho, the citizens of Idaho and the customers of
Avista, and must be stopped. The Idaho Public Utilities Commission has a fiduciary duty to the citizens of
Idaho and should unequivocallydeny the merger of Avista and Hydro One Limited.
Sincerely,
Kathleen R.Neher
