One will make it more difficult to balancethe regional (including Idaho)interests in operation of the Columbia River
System in terms of hydro-power production,flood control,fish and wildlife interests and recreation benefits importanttothePacificNorthwest.Operation of Lake Pendoreille in terms of flood control and recreation concerns for lake levelswillbeevenmorecomplexgiventheCanadianinterestsinoperationoftheColumbiaRiverssystemnotarenotalways
in concert with the needs of Idaho and the Pacific Northwest.Additionallyit is not in the best interest of the U.S.andthePacificNorthwestforratepayerdollarstoflowacrossthebordertobenefitCanadianratepayersandtheCanadianeconomy.
I urge the Idaho PUC commissioners and commission to oppose this merger.

Comment:l'm relativelynew to this area..but at 72 years of age,I've seen my share of this type of buy outs.I'm
apposed for several reasons,not the least of which is that in every single case such as this the customers lose.They lose
the ability to deal with local problems because management is miles away.The often lose service.Again because local
control in no longer there and quite often it results in increased consumer costs.Please keep Avista a locally owned and
managed company.
