I'm interested in the Avista/Hydro One merger case before the Commission because I feel we must get off coal and invest in renewable energy From what I understand,the proposed settlement agreement between the IPUC staff and interested parties is a good deal for Idaho and Avista ratepayers. I'm encouraged to see that the proposed settlement would begin the process of addressing the concerns I have regarding the liabilityto north Idaho ratepayers of the increasingly expensive and risky Colstrip power plant. I am also encouraged by the settlement terms that protect local decision making and that increase investments in community conservation and energy efficiency programs specifically in Idaho.I'm especially happy to see that these investments are being paid for by Avista and Hydro One shareholders rather than by Avista ratepayers. Finally,I encourage the Commission to hold a public hearing on this case in Moscow.The Commission should conduct outreach and hold public hearings in all parts of Avista's service territory in Idaho.But,the Commission has not recently provided an in-person opportunityfor folks in Moscow to share their opinions,directly with the Commission,on electric utility matters. I'm encouraged to see that the proposed settlement would begin the process of addressing the concerns I have regarding the liabilityto north Idaho ratepayers of the increasingly expensive and risky Colstrip power plant.As I am concerned about climate change,it is encouraging to see the early retirement of this large source of carbon emissions. The Commission should conduct outreach and hold public hearings in all parts of Avista's service territory in Idaho.But the Commission has not recently provided an in-person opportunityfor folks in Moscow to share their opinions directly with the Commission on electric utility matters.I encourage the Commission to hold a public hearing on this case in Moscow. I also think this merger should be unlawful in its entirety because of national security.At this time,we consider Canada an important ally and all could seem okay with this merger,as it stands.But consider if the merger is certified,all the information held by Avista will then be known to a foreign entity.If as time goes on Hydro-One decides to merge with another country or business,not friendly with the United States,I can imagine all sorts of conflicts then as electrical and natural gas interruptionscould ensue and put this whole area under extreme duress. Again,we would be in jeopardy and possibly our militarywould have to be involved.There are many other concerns that could erupt if this merger goes through. Times are hard for many people in this area and the additional charges will make it more of a struggle to keep the bills paid.I am very uneasyabout having a foreign country business in charge of our domestic gas and electricity.Again,in the strongest terms possible,do not allow this merger to come about.
