Comment:Comment:I know that the merger of Avista with Hydro One makes a lot of sense to those who own the two
companies,but it does not make much sense to those of us who pay for the service and who are affected.
1.It is poor policy for a foreign country to own any American utility.Our utilities ought to be for the benefit of our
country.Especially is this true for Idaho.
2.Although as a part of the merger there can be no rate increase,what is the guarantee this will not happen later on?
3.The majority of the comments made concerning this merger are negative.That ought to tell you to not approve this
merger.
4.There is no sense having meetings if your mind is already made up on the matter.
5.Right now we have a good relationship with Canada.But what is to prevent them later on from selling the utilityto a
country with whom we are not so friendly?I think this could happen without your control.
6.Most of the comments made are negative and I believe I am in agreement with most of them.

invest in renewable energy
From what I understand,the proposed settlement agreement between the IPUC staff and interested parties is a good
deal for Idaho and Avista ratepayers.
I'm encouraged to see that the proposed settlement would begin the process of addressing the concerns I have
regarding the liabilityto north Idaho ratepayers of the increasingly expensive and risky Colstrip power plant.
I am also encouraged by the settlement terms that protect local decision making and that increase investments in
community conservation and energy efficiency programs specifically in Idaho.I'm especially happy to see that these
investments are being paid for by Avista and Hydro One shareholders rather than by Avista ratepayers.
Finally,I encourage the Commission to hold a public hearing on this case in Moscow.The Commission should conduct
outreach and hold public hearings in all parts of Avista's service territory in Idaho.But,the Commission has not recently

Comment:Good Day!My name is Tim Hatten,I'm a resident of Moscow,Idaho,and I'm very interested in this
Avista/Hydro One merger.
I know that a settlement agreement has been reached in Washington and now in Idaho.
From what I have read the settlement agreement looks quite good and will speed up the decommissioning of Colstrip
Power Plant and the transition to renewable energy.This is very encouraging and I support it.
Please consider holding the public hearing for this important merger in Moscow.I think we could get good participation
here and it would alleviate the burden on Lewiston where you tend to hold such meeting.

Comment:I'm interested in the Avista/Hydro One merger case before the Commission because most of the people I
know and the business I patronize are Avista customers.From what I understand,the proposed settlement agreement
between the IPUC staff and interested parties is a good deal for Idaho and Avista ratepayers.
I'm encouraged to see that the proposed settlement would begin the process of addressing the concerns I have
regarding the liabilityto north Idaho ratepayers of the increasingly expensive and risky Colstrip power plant.As I am
concerned about climate change,it is encouraging to see the early retirement of this large source of carbon emissions.
The Commission should conduct outreach and hold public hearings in all parts of Avista's service territory in Idaho.But
the Commission has not recently provided an in-person opportunityfor folks in Moscow to share their opinions directly
with the Commission on electric utility matters.I encourage the Commission to hold a public hearing on this case in
Moscow.

I am totally opposed to the subject merger!
I agree with the concerns voiced by other opponentsquoted in the Post Falls/CdA
Press,such as Steve Adams and ThomasPrice of CdA,as well as Jim Hollingsworth
of HaydenLake.I do not want a foreign-based corporation to own,control,
manipulate,or possess any of our utility companies,land,or resources.I do not
trust what Canada currently says.I look at the trend in that country and the
potential to sell to another foreign entity at a later date and changing all the
current "promises"being tossed around,not to mention potential for inflated
consumer costs.
Please do not sell more land,companies,resources,etc.,to ANY foreign-
owned/basedcorporations.Let's keep making America Great Again and remember
Idaho's attraction is its conservative and mostly sensiblerationale and morals.

Dear Sirs;
I am against the merger of Avista with Hydro-One.I believe this should not be allowed as we are 2
separate countries with separate laws.This merger would allow a foreign country access to the
operation of a company in this country.The abilityto access information of individuals in the Avista
Corporation's employees and subscribers to the electrical and gas by a foreign entity will be absolute.
I also think this merger should be unlawful in its entirety because of national security.At this time,we
consider Canada an important ally and all could seem okay with this merger,as it stands.But consider if
the merger is certified,all the information held by Avista will then be known to a foreign entity.If as
time goes on Hydro-One decides to merge with another country or business,not friendly with the
United States,I can imagine all sorts of conflicts then as electrical and natural gas interruptionscould
ensue and put this whole area under extreme duress.
Again,we would be in jeopardy and possibly our militarywould have to be involved.There are many
other concerns that could erupt if this merger goes through.
Times are hard for many people in this area and the additional charges will make it more of a struggle to
keep the bills paid.I am very uneasyabout having a foreign country business in charge of our domestic
gas and electricity.Again,in the strongest terms possible,do not allow this merger to come about.
Please do not permit this merger to proceed.
