Comment:Hello,my name is Jill Maxwelland I live in Moscow,Idaho.
I'm interested in the Avista/Hydro One merger case before the Commission because as a resident of Idaho,I think it isvitallyimportantthatwebegintoadoptnewcleanenergysourcesandmoveawayfromarelianceoncoal.Many more
jobs can be created in the green energy sector than can ever be created and/or maintained through coal mining and
processing.
From what I understand,the proposed settlement agreement between the IPUC staff and interested parties is a good
deal for Idaho and Avista ratepayers.
I'm encouraged to see that the proposed settlement would begin the process of addressing the concerns I have
regarding the liabilityto north Idaho ratepayers of the increasingly expensive and risky Colstrip power plant.
I am also encouraged by the settlement terms that protect local decision making and that increase investments in
community conservation and energy efficiency programs specifically in Idaho.I'm especially happy to see that these
investments are being paid for by Avista and Hydro One shareholders rather than by Avista ratepayers.
Finally,I encourage the Commission to hold a public hearing on this case in Moscow.The Commission should conduct
outreach and hold public hearings in all parts of Avista's service territory in Idaho.But,the Commission has not recently
provided an in-person opportunityfor folks in Moscow to share their opinions,directly with the Commission,on electricutilitymatters.

Comment:Comment to IPUC re Colstrip
I live in Moscow and am interested in the Avista/Hydro One merger case before the Commission.
My reading of the proposed settlement agreement between the IPUC and interested parties tells me that this seems to

My only major concern right now is that there is not currently an opportunityscheduled here in Moscow for local
residents to provide input on this proposed merger and have their questions answered in person.So I encourage the
