Comment: I am an Avista customer and have been for forty years. I am opposed to Avista's further participation in the
Colstrip project and to Avista's request for a St3.9 million rate increase to fund that project. Other utilities are ending
their participation in Colstrip which will only increase Avista's share of the costs. Producing energy by the burning of
coal not only has an adverse effect on human health and the environment but more and more it has a high economic
cost as well. I would prefer that if Avista is granted a rate increase, that the additional revenue go toward wind and solar
generation. Even burning natural would be better than burning coal.
