Avista seeks approval for changes to several
billing mechanisms, comment deadlines set
BOISE (Aug. 16, 2017) – Avista is seeking approval to modify four annual rate
adjustments that, combined, would lead to a 2-percent increase in energy-use charges for
residential electric customers in Idaho.
Annual rate adjustments are essentially true-up mechanisms that can fluctuate annually in
order to allow the company to recover expenses when they fall short of revenue, or to
reimburse customers when revenue exceeds costs.
Two of the proposed changes would lead to a decrease in the cost per kilowatt-hour (kWh)
used: the Power Cost Adjustment and the Residential and Small Farm Energy Rate
Adjustment Credit.
Two of the changes would increase those energy-use charges: the Fixed Cost Adjustment
and the Energy Efficiency Rider Adjustment.
If approved by the Idaho Public Utilities Commission, Avista’s proposed changes would
lead to an overall increase of 1.1 percent to energy-use charges across all customer classes,
effective Oct. 1.
Residential customers would see a 2-percent increase. That equates to a $1.73 increase to
the monthly bill of the average residential customer using 910 kWh.
These rate adjustment requests are separate from the general rate cases the utility
submitted in June that call for increases to base rates for electric and natural gas service to
be phased in over the next two years. These filings are also not related to the proposed sale
of the company.
