RE:AVISTA UTILITIES RATE INCREASE;VOTE YES
I was unable to attend the November Meeting in Coeur d'Alene to comment on the
above request,however,I submit for the Commissioner's consideration:
I reside in the Tax AssessorsEnforced Plat of Spirit Lake East.A Rural Plat,in KootenaiCountyestablishedwithoutBenefitofPublicReview.A Plat dedicatedto Farming andAgricultureinaMetropolitanWaterDistrict.There are 300 Lots in the Plat with 29 miles ofunpavedroads,best described as,"Meandering Cowpaths."Electric service provided since
1976 by Kootenai Electric Corporation,for an initial $356,000,bond by the Developer.
I have worked with Avista Utilities since installation of the Transmission Line fromAtholtoSpiritLake.In October 2010 Avista requestedand was granted ROW in January2011,by this Corporation to install service to the Plat.To Date approximately One and three quartermilesoflinehavebeeninstalledonCoeurd'Alene Drive.
The Idaho Transportation Department was induced in 2011 to relinquish a 300 x 400 ftConstructionSite,granted in 1943 by Kootenai County Public Works prior to the establishmentoftheSpiritLakeEastPlat,to construct State Highway 54.The purpose of the transfer was topermittheOwnersofLot56tosellasitetoAVISTAforaRegulator.The Transfer currently
valued for Tax Purposesby Kootenai County at $70,000 to the present Owners of Lot 56.
An increase in Utility Rates,will enableAVISTA to continue their beneficial program todevelopareas,like Spirit Lake East Plat,while providing service to its presentusers.A
responsibility shamefully avoided by Kootenai County Officials.

To Whom It May Concern:
I am writing to object to the rate increase requested by Avista.I,along with many others,live on a fixed
income and this excessiveincrease will mean cuts in other areas of our lives,in some cases,life altering.
As I am sure you are aware,our Social Security went up 2%and our medicare increased a little over 7%,
so we are already seeing a decreasein our disposable income.
While I understand that Avista's costs probably increase and a small rate increase may be needed,the
proposed increase is too much.Please consider limiting the increase to a more affordable amount.
