Comment:I am opposed to the percent of increase Avista is seeking in it's electic rates.First,I believe it is not
appropriate for them to be investing money in an old,outdated coal plant when we are suffering from too much carbon
monoxide in the atmosphere,and second the percent of increase (7.5%)over two years is more than double what my
retirement income increase has averaged over the past ten years.

Comment:I am very concerned about the proposed rate increases for 2018 and 2019,which will be an averageof 7.9%for both years.This,plus the increase in the basic monthly service charge,will be especially difficult for customers onfixedincomes.I am very concerned that Avista management and shareholders seem to be immune from anyresponsibilityforpayingforimprovements,as they are doing very well,thank you.I am also very concerned that Avistawillbeusingsomeofthisrevenueonadditionstothecoal-fired power plant in Colstrip,MT.We should not besupportingorupdatinganycoal-fired plants,and the focus should be on renewable energy systems.I do NOT supportrateincreasesofthismagnitude.Thank you.
