Comment: I am tired of Avista getting their way with the lPU, asking double raises and always walking away with 7/2 of
their request for rate raises for betterment of their facilities and stockholders. Please do not give this raise to Avista and
the Canadian the Canadian Co. posed to buy them out. I call this dressing up for a buy out. What is really concerning
about the buyout is the Canada CO does not have any electic generation sites that it owns. Only owns the lines carrying
the power. Thank you.

Comment: I believe in my heart that this increase in rates is crazy, and will really hurt everyone who is on a set income. I
think this is getting a little out of hand. Are you kidding that they can make an increase on a service charge that was .25
to 56.00 that is ridiculous. Not to mention the percentage rate hike.

Comment: My comment: I do understand that operational expenses do go on and increase from time to time. We are
enjoying a very low inflation rate/percentage currently and that is the "rub" in that the percentage increase being
requested is FAR ABOVE what one would deem reasonable. High cost should be amortized over a period of time rather
than a sudden high increase to rate payers. I urge the ldaho PUC to reject OR scale back the requested increase to a
realistic value.
I also need to mention that my wife and I are on a fixed income and note that this proposed percentage increase would
add one more "little squeeze" to a fixed income amount.

Comment: The rate increases to our Electric usage beginning in 2018 of 7.9 percent and another4.2 percent in 20L9
with the added 55.75 increase service charge is extremely excessive and an overt attempt to gouge all of us with Avista
services. This is a major increase that will cause undue hardship on seniors and hardworking families. We can not afford
this kind of an increase nor should Avista be allowed to impose these kinds of increases for electric and gas services to
we the people of North ldaho. Please take into consideration the financial impact this will cause. WE adamantly oppose
this drastic increase.

Comment: I wish to comment in opposition to the current rate case in process for Avista. My wife and I are retired and
already are dealing with a 40% increase in our property taxes since 2015. This rate increase proposed by Avista is way
too much in my opinion and should be knocked down to a reasonable amount such as 2 or 3%.
I feel that Avista could and should help out low-use customers by having tier pricing. That is offer cheaper rates for
users of say less than 1000kw per month and higher rates for customers that use above that or whatever reasonable
threshhold is set. I think that retired and low income families would be really helped if Avista lowered rates and all of
the miscellaneous fees that show up on the monthly bill for customers that do not use a lot of electricity. Customers
with larger homes and businesses would take up the slack by paying the shortfall.

Comment: As a retired person on S.S.l am against this rate increase. With medicare, local taxes, gas , and food
increasing and my ss only going up by 526.00 I cant afford another increase. Why are the people of ldaho being made to
fund the cost of upgrade of a power plant in canada that we do not use, is this why they bought Avista to make US
dollars pay for there repairs?
