Comment:Clean energy is essential to the health of our planet.As an Avista Utilities customer,I would like to comment
on the imminent decisions regarding the Colstrip coal electric generating plant.
Coal-fired electricity is becoming a financial liability,and Avista should be prudently investing ratepayer money in
smarter clean energy investments.Investing in a coal-fired energy source such as Colstrip that is aging and expensive is
counter to the long-range benefit to Avista's customers.More importantly,the Colstrip plant is one of the largest
greenhouse gas emitters in the country and is not sustainable.
I understand the necessity of periodic rate increases.However,I want my utility dollars to go towards the development
and acquisition of clean,renewable energy sources such as wind and solar.
Please consider a reasonable timeline for closure of the Colstrip plant.Avista can contribute to the closure by divesting
its interests on an accelerated timeline.Investments in Colstrip should be replaced with those in clean,renewable
energy sources.

Comment:Hello,
I am an Avista customer and I would like to advocate that Avista stop investing ratepayer money in Colstrip.I do not
want to keep paying higher rates for coal power while being hit by the effects of climate change.In north Idaho we are
at risk of catastrophic wildfire and poor air qualityas the climate changes and it is clear that the first step in fixing that
problem is to stop burning coal.
Climate change aside,coal is a bad investment!Look at the 2017 Lazard LevelizedCost of Energy and you can see that
coal is more expensive.By investing in new technologies like solar and wind Avista can keep rates affordable for
Idahoans in the future while lowering it's impact on the environment.I urge you to really scrutinize Avista's investment
in Colstrip and consider all the risks (Westmoreland mine on the edge of bankruptcy,other owners pulling out,
decreasing costs of alternative energy etc..).As a ratepayer I am relying on the commission to make sure Avista is
looking out for me,a ratepayer,and not just its own bottom line.
