Comment:After reviewing the rate request notification I received from Avista I am inclinded to request IPUC either
decline this request,or allow it to proceed with similar increases to Idaho Power.While I can accept that the company
needs to attract investor interest,allowing them an increase aproximately three times what Idaho Power received
cannot be justified,especially when Avista has been on the generous receiving end of customer growth in North Idaho.

Comment:To Idaho Public Utilities Commission,
I urge you to consider the recent record profits reported by Avista when considering the upcomimg rate increase.IunderstandthatAvistaisaforprofitcompanyandIamnotagainstthemturningaprofit,however I do believe in light ofrecordprofitstherateincreaseshouldbedenied.As a small business owner myself I must invest a percentage of profiteachandeveryyearintocapitalexpenses,improvements,and maintenance costs,Avista should be doing the same andnotaskingtodipintothepocketsofhardworkingIdahoans.Washington recently rejected a rate increase and I urgeyoutodothesame.
