On September 14, 2016, Avista Corporation dba Avista Utilities filed an Application
requesting the Commission to issue an Order finding that the Company prudently incurred
$9,999,742 in electric energy efficiency expenses in Idaho from January 1, 2014 through
December 31, 2015. The Application describes the Company's energy efficiency activities and
their cost-effectiveness. The Application includes supporting testimony and the Company's
Idaho 2014 and 2015 Demand-Side Management (DSM) Annual Reports. It also includes an
evaluation of the Company's electric energy efficiency program, performed by a third-party
contractor, Nexant, and supporting testimony. The Company requests that the Application be
processed by Modified Procedure.
The Commission subsequently issued an Order that summarized and provided notice
of the Application, set a deadline for interventions, and directed the parties to confer about a
proposed schedule and report their proposal to the Commission. Order No. 33617. The
Commission received and granted Petitions to Intervene from the Community Action Partnership
Association of Idaho (CAPAI) and the Idaho Conservation League. Order No. 33636.
PARTIES' PROPOSED SCHEDULE
YOU ARE HEREBY NOTIFIED that the parties conferred informally and agreed to
the following schedule under Modified Procedure:
January 31, 2017
February 21, 2017

The Commission finds it reasonable to adopt the parties' proposed schedule. 1
1 Intervenor CAPAI stated it agreed to the schedule without waiving any rights under the Commission's Rules
regarding the use of Modified Procedure, Rules 201 through 204 of the Idaho Public Utilities Commission's Rules
of Procedure. IDAPA 31.01.01.201-.204. As noted herein, with this Order the Commission is directing this case be
processed under Rules 201 through 204. No person or party waived its rights under those rules by proposing or
agreeing with the schedule adopted here.

YOU ARE FURTHER NOTIFIED that the Commission has determined that the
public interest may not require a formal hearing in this matter and will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission's Rules
of Procedure, IDAPA 31.01.01.201-204. The Commission notes that Modified Procedure and
written comments have proven to be an effective means for obtaining public input and
participation.
YOU ARE FURTHER NOTIFIED that any party or member of the public desiring
to state a position on this Application may file a written comment in support or in opposition
with the Commission no later than Tuesday, January 31, 2017. IDAPA 31.01.01.202.02. All
comments must contain a statement of reasons supporting the comment. Parties or persons
desiring a hearing must specifically request a hearing in their written comments. IDAPA
31.01.01.203. Written comments concerning this Application may be mailed to the Commission

necessary, no later than Tuesday, February 21, 2017.
YOU ARE FURTHER NOTIFIED that if no written comments or protests are
received within the time limit set, the Commission will consider this matter on its merits and
enter its Order without a formal hearing. If written comments are received within the time limit
set, the Commission will consider them and, in its discretion, may set the same for formal
hearing. IDAPA 31.01.01.204.
ORDER
IT IS HEREBY ORDERED that this case be processed under Modified Procedure,
Rule 201-204 (IDAPA 31.01.01.201-.204). Parties and persons interested in submitting
comments must do so no later than January 31, 2017. The Company must file a reply, if any, no
later than February 21, 2017.
