It seems that Avista continues to want to increase it's revenues on the backs of residential customers that have made every effort to conserve energy in cooperation with Avista's years of conservation campaigns. The proposed rate design will definitely send the wrong signals if customers see large increases no matter how much they try to conserve. The proposal disproportionately affects seniors, low income customers and those that can least afford a rate increase. Thank you for the opportunity to offers comments.
