On May 26,2016,Avista Corporation dba Avista Utilities filed an Application
seeking authority to increase its electric base rates by $15.4 million (6.3%)in Idaho.The
Company says its average residential customer would experience an electric bill increase of
$6.54 (7.7%)per monthly bill.Avista requests an effective date of June 26,2016,but requests
that date be suspended until January 1,2017,for its proposed increase to take effect.
On June 7,2016,the Commission issued a Notice of Application and Notice of
Intervention Deadline,suspended the first proposed effective date,and directed the parties to
confer about a schedule for processing the case.Order No.33536.Clearwater Paper
Corporation,Idaho Forest Group,Snake River Alliance,and CAPAI intervened as parties.
Consistent with direction from the Commission,the parties have conferred and agreed to a
schedule.
With this Order,we adopt the parties’proposed schedule,and schedule a technical
hearing for the parties to testify before the Commission.The Commission will schedule public
informational workshops,and a public hearing in a separate Order to be issued at a later date.

YOU ARE HEREBY NOTIFIED that,based on discussion and agreement between
the parties,the Commission adopts the following procedural schedule:
Settlement Conference October 3,2016
Staff/Intervenor Prefiled Testimony October 25,2016
Company Prefiled Rebuttal November 21,2016
Technical Evidentiary Hearing December 2,2016

YOU ARE FURTHER NOTIFIED that all testimony and exhibits in this matter must
comport with the requirements of Rule 231 and 267 of the Commission’s Rules of Procedure.

YOU ARE FURTHER NOTIFIED that the parties have been directed to serve
discovery,testimony,and exhibits among themselves by electronic mail pursuant to Rule 63.
IDAPA 31.01.01.063.
YOU ARE FURTHER NOTIFIED that when filing discovery with the Commission,
the parties shall comply with Rule 61.IDAPA 31.01.01.061.02.

hearing on FRIDAY,DECEMBER 2,2016,COMMENCING AT 9:30 A.M.(MST)IN THE
COMMISSION HEARING ROOM,472 WEST WASHINGTON,BOISE,IDAHO.
YOU ARE FURTHER NOTIFIED that the Commission also intends to schedule
public workshops in the Company’s service territory,and a public hearing for customers and
non-parties to testify before the Commission.The date,time,and location of the workshops and
public hearing will be detailed in a subsequent Order.
YOU ARE FURTHER NOTIFIED that the record in this matter is available for
public inspection during regular business hours at the Commission offices.The record is

YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be

IT IS HEREBY ORDERED that the Commission adopts the procedural schedule set
forth in the above Notice of Scheduling.
IT IS FURTHER ORDERED that a technical hearing will commence in this matter
on Friday,December 2,2016,at 9:30 a.m.(MST)in the Commission Hearing Room.
