On June 1,2015,Avista Corporation dba Avista Utilities filed an Application seeking
authority to increase its rates and charges for electric and natural gas service in Idaho.The
Company proposes a two-phase rate plan that would increase annual electric billed revenues by
$13.2 million (5.2%)on January 1,2016,and by $13.7 million (5.1%)on January 1,2017.The
plan also would increase annual natural gas billed revenues by $3.2 million (4.5%)on January 1,
2016,and by $1.7 million (2.2%)on January 1,2017.
The Commission subsequently issued a Notice of Application and Notice of
Intervention Deadline,suspended the first proposed effective date,and directed the parties to
confer about a schedule for processing the case.Order No.33324.The parties,including the
Company,Commission Staff,Community Action Partnership Association of Idaho,Idaho
Conservation League (ICL),Snake River Alliance,Clearwater Paper Corporation,and Idaho
Forest Group,LLC,conferred and proposed a schedule.
With this Order,we schedule public informational workshops in the Company’s
service territory,adopt the parties’proposed schedule,and schedule a technical hearing for the
parties to testify before the Commission.The Commission intends to schedule a separate public
hearing for customers in a separate Order to be issued at a later date.

informational workshops in Moscow and Coeur d’Alene for the Company’s customers as
follows:
1.MOSCOW WORKSHOP:TUESDAY,SEPTEMBER 1,2015 AT
7:00 P.M.(PDT)IN THE ARTS WORKSHOP ROOM OF THE
1912 CENTER,412 E.THIRD STREET,MOSCOW,IDAHO.
2.COEUR D’ALENE WORKSHOP:WEDNESDAY,SEPTEMBER 2,
2015 AT 7:00 P.M.(PDT)IN THE LIBRARY/ART ROOM AT THE
LAKE CITY CENTER,1916 LAKEWOOD DRIVE,COEUR
D’ALENE,IDAHO.
The purpose of the workshops is to provide customers with an overview of the
Application and to dispense information.At the workshops,customers will have an opportunity
to ask Staff questions about the Application and how customers may further participate in the
proceeding.Company representatives will also be available.

and continuing as necessary through Tuesday,November 24,2015.
YOU ARE FURTHER NOTIFIED that the Commission also intends to schedule a
public hearing in the Company’s service territory for customers and non-parties to testify before
the Commission.The date,time,and location of the public hearing will be detailed in a
subsequent Order.
YOU ARE FURTHER NOTIFIED that all workshops and hearings in this matter will
be held in facilities meeting the accessibility requirements of the Americans with Disabilities Act
(ADA).Persons needing the help of a sign language interpreter or other assistance in order to
participate in or to understand testimony and argument at a public hearing may ask the
