Comment:Comments regarding Avista’s request for a rate increase 7.8 million for increased
power supply costs associated with the Coistrip Generating Plant Unit#4.These cost increases
are primarily due to breakdowns or outages associated with the aging coal powered plant.Unit
#4 was down for 6 months this year and was again down in 2009.
Continued investment in this facility is not prudent or reasonable.As shown in Northwest
Energy filings with the Montana Public Service Commission Colstrip power is more expensive
than other available power sources-such as wind and solar generation.
It would be in the public and Avista Power Customers benefit to require Avista to show that
economic justification for continued involvement with Colstrip Unit#4.
