AVU- E-14-02 On March 14, 2014, Avista Corp. filed Advice No. ADV 14-02-E. The Company’s tariff advice proposed to revise Electric Line Extension Schedule 51 by updating line extension costs based on changes to the Company’s Construction & Material Standards as well as updated actual average costs of all material and labor used in line extensions during 2013. The tariff advice also proposed to update line extension allowances applicable to new residential, commercial, and industrial customers’ services. The proposed changes are to take effect on May 1, 2014. STAFF RECOMMENDATION The Company has previously updated Schedule 51 by tariff advice. But the Company’s allowances have not been updated since February 2001. See Case No. AVU-E-00-01, Order No. 28562. Because the Company’s filing seeks to update the allowances, Staff recommends the case be processed under Modified Procedure with a 21-day comment period. The Company advises Staff that it concurs with this approach, and the tariff advice has been filed as Case No. AVU-E-14-02 as noted above.
