I would like to go on record as opposed to the propsoed Power Cost Adjustment (PCA) Increase
to be effective October 1, 2010. As noted in your statements, with economic conditions where
they are, State and local governments facing budget deficits, school districts facing the
same (a. e. Boundary County and West Bonner County S. D. · s), high unemployment and home values
being eroded, why does Avista think it deserves rate increases year after year? Can they not
find ways to reduce their own cost like the rest of the country? As a stockholder company, I
appreciate their desire for investment returns, but this is the time to start considering the
consumenr, both individually and in business. They should not stand alone while others in
government and the private sector streamline their expenses!
