In your public notice you state ' At the end of the calendar year J any unused kilowatt-hour
credits are granted to the company without compensation to the customer-generator.'
I would ask that the Commission change how Avista compensates for unused KW credits to
reflect the same standard imposed on other power companies in the State. Any excess power
generated should be purchased by Avista at the prevailing wholesale rate. Please consider
making the standard the same for the entire state and not continue to grant Avista special
privliges over Idaho Power Company and others.

Avista Utili tes should not be allowed to keep unused credits given to customers who generate
their own electricity. Avista has reported record profits to its shareholders and have
granted million dollar bonuses to its executives. There is no reason why homeowners who
generate some of their own electricity J that generate MORE than they needJ should not be
compensated regardless! Small bussiness and familiesJ have seen record increases this yearJ
even though temeratures this winter were at record highs. Utili ty bills have increased this
year over last year.. There is no reason for it!
