Avista wants to raise residential electrical rates by 14.6 percent and residential gas rates
by 4.9 percent in Idaho. We are in a time where I am worried about getting laid off and not
being able to pay my current bills, let along a huge increase of 14.6%! Where are the 3 - 5%
increases! Avista has us pay for the huge increases and they sell the power to California or
other states!

Dear Sirs,
I am opposed to the proposal to raise Avista natural gas rates because the NYMEX price for
wellhead natural gas is currently depressed to 1998-2ee2 year levels. Avista should be able
to take advantage of low source gas prices to offset added operating expenses for the
foreseeable future.

Dear Sirs: It is my understanding that Avista wants to raise its residential electrical rate
in Idaho by 14.6 percent, and its residential gas rate by 4.9 percent.
Further it is my understanding that the prices to Avista for NG will stabilize, because of
the reductions in industrial demand. Because of the way the economy, nationally and
regionally, is going this probably will continue for some time.
Because the economy is in a deep recession more folks are facing unemployment, or have been
unemployed for some time, or are retired and are not getting any increases in pensions/social
security.
I believe that the proposed Avista rate increases would be determental to these folks. I
suggest that the requested rate increases be cut in half, and only applicable for one year.
