I would like for someone to actually look into the profits reported by Avista for the last 5
years and the Wall Street like raises and bonuses paid to their executives over the last 2
years. Then MAYBE you would see just how ludicrous the 14% increase is. This may only be an
$11.40 increase to our average citizen but it is over $10,000 to the small city of Spirit
Lake annually. This comes at a time when everyone that is NOT a monopoly is trying their
hardest to trim budgets. Please consider and respond to this comment as it ISa CRITICAL
issue.

I understand Avista utili ties has proposed a rate increase for residential customers of
14.5 %. Please consider strongly the impact that such a raise would have in this economic
climate. Based on the percentage of the proposed increase and my average monthly utility
bill, this would raise my monthly bill by $490.00 annually. This increase would cause a real
hardship on my budget.
