To whom it may concern. This email is in regards to the application Avista filed for a 13.1%
increase in Idaho electric rates. I' m sure this will likely be followed shortly for a request
to increase gas rates as well (if not already done). I have NEVER submitted a comment to
this type of case before, but this is outlandish and can' t go without comment. To ask the
company to justify the expenses is absurd. They will bury it in projects costs that won't
materialize resulting in higher earnings reports. I understand you must base your decision
based on facts, but the FACTS are that everyday more people are losing jobs and their homes.
The economic picture is still very bleak. Hard-earned money is getting snatched up by
companies like this that need to continue to improve those earnings at the expense of
individual homeowners. We have no where else to go for electric/gas. Please PLEASE defend
the hard working individuals and decline Avista' s request for this increase. Thank you.

It seems in the not too distant past we paid $3. 28/mo for Basic Monthly Charge on our bills &
then it went to $4.00 & now they want to take it to $6.75 - More than Double the $3.28 we
used to pay - For those of us with smaller gas usuage I paid $1.14 for gas + $4.00 last
month) & then Kootenai Electric for electrical use to PAY (along with their 65% increase in
'availability fee' last Fall) it seems excessive - why don't they just charge us for what we
use and increase that rate if they need to - I don i t mind paying for what I use but these
constant upward excessive Monthly fees are abusive. Thanks, Good Day, Joe Parker
