Commission taking comments through Dec. 8 on Avista long-range plan
Conservation measures and plant upgrades won’t be enough to meet energy demand for Avista Utilities’ customers over the next 20 years, according to a planning document filed with the Idaho Public Utilities Commission.
Every two years, Idaho’s regulated utilities must file a document with the commission that explains how utilities plan to meet customer load growth in the future. The commission accepts the plan for filing purposes, though it does not necessarily endorse the projects proposed in the plan. The commission is taking comments through Dec. 8 on Avista’s Integrated Resource Plan.
To meet an anticipated 1.7 percent yearly growth rate in energy sales, Avista plans to add 750 megawatts of natural gas-fired generation and 350 MW of wind generation over the next 20 years. It also hopes to save 226 average megawatts of cumulative energy over the next two decades through energy efficiency measures. New conservation measures should account for 26 percent of future load growth, according to Avista. The utility does not plan to add any coal-fired generation to its resource mix.
If nothing is done to add generation or conserve current use, Avista estimates it will begin to experience energy deficits by 2018.
Avista anticipates it will gradually add natural gas generation of 250 MW by 2019, another 250 MW by 2024 and another 250 MW by 2027. The plan anticipates added wind generation of 150 MW by 2012, another 150 MW by 2019 and another 50 MW by 2022.
