In these di fficul t econoic times, I believe they shouldshare the pain and tighten their belts. I do not believe a rate increase is justified, and I hope it will be denied. For the past eighteen months I have worked to reduce my energy consumption, and thereby my electric bill and I have succeeded in nearly every month to reduce my consumption as compared to the same period the previous year. Unfortunately, my bills are higher due to these constant increases. So it appears to me that the utility companies really don't want us to decrease our consumption because that reduces their income and that is all that really matters to them. If we lower our consumption they will just increase the rates because they require a certain amount of income i Plus profit i to pay those all important dividends to stockholders. After all, corporations exist for one purpose only, to make money for the stockholders and you seem to exist for the sole purpose of ensuring that end result. I am a senior citizen without a source of income and still two years away from social security , if it still exists. Even then I will only qualify for $300 per month and that is less than $100 more than a winter electric bill, at today i s rates. Since we all have to learn to live on what resources we can preserve why don't you try telling Avista that they have to do the same. Wouldn i t that be a nice change? When Avista has recaptured these costs it seems there should be a rate decrease rather than compounding of future rate increases on top of existing rates. Avista Corp. owns a large number of subsidiary businesses. Do the rate payers fund the capi talization of these businesses and any losses? Avista has announced they have provided $600,000.00 for a study of the feasibility of construction of a high voltage transmission line from Canada to California. Is Avista using the rate payers money for this expense? If so, how might this benefit the rate payers? Is the PUC Commission able to determine if expenses of relicensing the Spokane River hydroelectric facilities are necessary and fair for the rate payers? I understand the state of Washington has some renewable energy requirements of Avista that Idaho does not have. Are costs of complying with Washington regulations passed on to Idaho rate payers?
