Perhaps you have been inormed of the sku "Letter to the Communty" that A vista is cirulating. In ca you have not, I am enclosing it along with my response to them. In the Utilties' F AQ, you state tht the averae cost in our bils for the outreous salares of A vista's executves is less than point one percent, I th was stted. Whle we could all use even that deduction, I th more to the point is that milion dollar saares are obscene for anyone. The only personnel deservg of tht kid of compensation are those who place themselves in dager; police offcers, fifighters and a few others who peorm their servces in all kids of weather and dagerous situtions. These yahoos sit in ai-conditioned, well-heated, plush offces and go home at night. They make obviously poor decisions tht cost the public (not them personally) naty price increases. Monopolies requie dilgent oversight. The public is not unonid. We are unble to hi expensive lawyers to defend our pocketbooks (then charge the cost of ths back to the companes ripping us off.) With the phone companes, we at least have the option to go elsewhere for servce; likewise for oil and propane. Avista's lack of public concern is fuer evident in their decision to request increass in ths time of crisis for many of us. Whether or not, reducing their wages to one that is justified by their abilties and how that would afect my (or anyone else's) bil is not really the issue. Their competence is. Their cavalier attitude is remakable. Ths is tre for baners, enterters and all the others who ar hell bent on raping the public. What platitudes! You state tht you ar "concerned with the peoples of the communty", yet hi expensive lawyers to bilk the public by demanding rate increass! Absurd. Let's look at your executive salares and perks. Despite every car we tae to not use electrcity, our bils have risen to over and close to $100 a month. We go without heat in the bedroom, without cookig in electrc devices and without electrc holiday decoraons among other niceties and fid places to hag clothes inside the house as well as outside to save on the electrc bil. And, of course, do not have air conditionig. We close off rooms and line up items to place in and/or remove from the refrgerator or freezer. Oter people are much worse off th we are. Yet the executives, who mane A vista siphon hundreds of millons a year to pay their swollen millons in individual personal salares plus bonuss and a myrad of other extras including "retreats" and "social gathergs". I see no difference between your business practices and moraity and those of the major ban that are presently being brought to our attention, except tht the large conglomerates steal frm the tapayers though bailouts; you apprpriate ditly frm individua customers. We have no choice. At least with the telephone company, we can opt for another company when their greed gets out of hand. Our governent is suppose to protect us from such usur, but does not. You obviously have no idea/feel for or concern for those of us attempting to surive on ordina incomes. No, we don't believe you. The only thg we can do is to continue to complai to the Public Utilties Commssion and reresentatives and use any other means to stop ths raping of "our communty!" If you try were concerned and wanted to hea from people in the region, you would have included your email &/or mailing addrss rather than hoping makg us look it up would quell the number of persons respondig to your obscene, absurd and patronizing letter. The PUC has not approved any rate increase without notifcation or intent. The last rate increase approved was for Avista was efective Ck. 1, 2008, after a six-month investigationthat includfiial audits, technical and public hearings and public workshops. On Jan. 23, the company made applicaion for another rate increase. The investigation into that case is just beginning and wil take about six months to process. Recent past history says "J it all, Avista's number of increases and our Nation's and world's economic "cruch"! , We watched Avista put in gas lines, hours upon hours, around here even though th "cruch" was tang place. This is not good as many people like myself do not have the money to keep paying also who gets a raise of over 10%. I also mentioned to them the two tiers they bill for. lesser rate than the amounts after 900 used. This is total with one rate that at least will make the bills The first 900 I guess is billed at a feel is not equitable. Bill for the easier to pay. They have already increased their rates in the past year. To ask for yet another increase in these troubled econimic times, posses a hardship for already strapped customers. Their primary goal should not be to maximise profits to stockholders, but to keep energy at an affordable rate. They are a complete monopoly in this area. We have no choice and you are the only representation that we as customers have. Please listen to us, and don i t increase energy in this time of terrible financial crisis. In December they billed 36 days. The next month 28 days. Their response was to sign up for budget billing, but Avista' s model does not take into consideration changes in temperature from one year to the next. Any consideration you could give to this matter would be greatly appreciated. Avista utilities has done nothing out of the ordinary except raise rates and increase profits at an un-fair advantagè to the citizens of the state of Idaho. By, this I mean that the company has so many reasons to raise rates to the public that when the excuse may be offensive to the public they come up with another. It is time, or I would like to see the time come that the Idaho PUC stands up for the citizens of this state and begin to question the validity of these rate inceases. It is apparent to the citizenry that the futures market, and current market price for natural gas has dropped significantly yet we are still getting gouged by this company. Of late the complaints are that they, the company need to up-grade equipment. The company insists on raising rates for any reason they can come up with, when in fact they are making record profits selling the consumer natural gas at a higher rate than it is valued at the current time. This a major windfall profit, this being the case the company should be denied any rate increase and use some of the windfall profits for up- grades. This a part of doing business and should be adressed wi trh the current profits that they are making not adding again the stress to the citizens of Idaho in the stressful economic condition. The management of the company has shown that they are no different than other corupt CEO 's that have run companies in the ground and have been prosecuted for it. The only difference here is that we citizens are compelled to pay if the PUC's consistantly allow un-reasonable, and un-neccesary rate increases to occur. The feasibility of economically challenged customers being able to meet the increased rates is slim to none. So many people are already struggling to pay their billsj adding to their financial difficulties is only going to hurt them, and the company, when they are not able to pay the increases. Avista needs to work with their customers, not against them by increasting rates. It is difficult enough already for many families to be able to pay for their rent and groceries, so increasing their burden will only add to their existing financial woes, not lower them.
