Subject: Not sure If I have the right person.
I have never put in a complaint or comment about the A vitas rate increases. But I feel I need to.
A t a time when we are all struggling just to make ends meet. Hours for most people are being scaled
back and things are getting harder to pay. I am asking that NO increase be made right now. PLEASE..If
it is possible to leave the rates alone, for the sake of all of us. don 't raise them.
If I have not reached the correct place, or person to voice my opinion (which is the voice of many)
please send it to the proper desk or let me know where I can send it.

I am opposed to the requested rate increase, particularly in the current economic
environment. Avista should see a decrease in operating costs and in particular cost
associated with materials, new construction, replacement materials and labor. They should
certainly be negotiating cost expenditures based on the current economic conditions. If the
increase is permitted what happens to gains they will see because of reduced costs? Shouldn i t
these gains be reinvested in their infrastructure for future operating efficiencies, and not
returned to their investors as a windfall on the backs of ratepayers?

Any kind of rate increase is absolutely non-sense! People like me who are on fixed income
paying $300. to $400. per month per household is plenty. Maybe Avista can cut down on BONUS's
or cut a little off stock holders. Of course I i m sure GREED will prevail. Thanks Jim

I am in opposition to this proposed increase. Since this announcement is right on the heels
of the settlement with Avista and the Coeur d' Alene Tribe it will be hard to believe that all
customers of Avista are not paying for the settlement with this proposed rate increase.
