I am strongly against these consistent rate increases. Avista doubled profits increased
management salaries and paid large divided to shareholders. If they can afford to pay
dividends then they do not need an increase. I do not get the luxury of choosing my power
company and power is a necessity. There needs to be a little more regulation on just how much
we HAVE to pay.

NO NO NO NO We can not continue to afford increases on power that we have to have. Avista
needs to start being more accountable to the consumer not shareholders. If it continues maybe
we should have competition between power companies instead of a monopoly. Reversing
deregulation needs to be looked at. No other business would be allowed to operate in this
manner

I am writing to protest the requested rate increase by Avista Utilities of Washington State
to effect customers in North Idaho. Avista has had ample rate increases over the last
several years, and by their own admission are doing well. In these down economic times I
believe a rate increase will only hurt businesses and homeowners. Avista has doubled their
net income in the last year as evidenced by this latest report:
SPOKANE, Wash., Feb. 18 IPRNewswire- FirstCall1 - - Avista Corp. (NYSE: AVA - News) today
reported net income of $17.5 million, or $0.32 per diluted share, for the fourth quarter of
2008, compared to net income of $14.1 million, or $0.26 per diluted share, for the fourth
quarter of 2007. For the year ended Dec. 31, 2008, Avista Corp. 's net income was $73.6
million, or $1.36 per diluted share, compared to net income of $38.5 million, or $0.72 per
diluted share, for the year ended Dec. 31, 2007.

Rate increases proposed by Avista are heinous during a time of extreme financial pressures
on small businesses and individual homeowners. Avista made record profits last year,
something few business owners can claim in North Idaho. Next Fall and winter will be the true
test when our savings are gone and our business has levelled off to new lows. I need to keep
a store front business to maintain credibility in the construction industry but I may have to
return to a home office with less access and visibility thanks to sky rocketing profiteering
by companies like Avista, Time Warner and Verizon. Like every man these utilities should
tighten their belts and reduce their expansionist plans- like the rest of us customer/
victims.

Sirs we do not believe that Avista is entitled to a natural gas increase at this time. Our
heat bill is running $lØØ. øø a month now for a 14SØ square foot home. And, this is a lot of
money when we are on a fixed income. This must be a real hardship on the unemployed. Also,
they made a profit of 74 million last year, which is a lot of money for common Idaho folks to
comprend. Please consider seniors on fixed income, the unemployed, and stock market losses to

This is regarding Avista Utilities January 23, application with IPUC requesting a rate
increase. We are all going through hard times this will just add to them. I think Avista
could look into there operations and find some cost saving measures. They offer energy
savings tips to lower consumption of Natural Gas or cost average billing. But it all comes
down to the bottom line and it seems that when there's trouble meeting it they pass it on to
the consumer. It's nice to say the increase is due to increased operating costs and capital
investment. Lets face it it's just easier to increase rates rather than cut some of the fat.
We live a good but modest life up here in Northern Idaho. If you try and compare cost of
living in Bonners Ferry or any small town Idaho to a Spokane WA we just don't have the
opportunities to compete financially. Pleas keep in mind we aren't looking for welfare just a
fair chance in your decisions. Thank you.

Dear Avista,
The country is in a financial situation that warrants all of us, your company included, to
work together to help reduced the pain of the matter and speed up the recovery. This does not
mean that you try to raise ynur rates. What are you thinking! The rates have been raised
twice in the past eighteen months. I see in the paper this week that your profits were up,
and that you were also giving out a nice dividend. You may feel that you are not receiving
enough revenue, because people truly are conserving which and in turn lessens the amount of
money you are receiving. So, you have decided, i lets raise the rates!!' We all need to stay
on the same page (that i s you too) and work together. And, you can also quit running that
crazy television ad with our local weatherman telling us all how to save energy. We already
are. How about you doing the same and joining the rest of us here in the real world!
I hope the Commission puts an end to this maddness, and denies the rate hike.
